This content is included in the draft guidelines for arranging and organizing kindergartens and general schools in accordance with two-level government, sent by the Ministry of Education and Training (MOET) to the Ministry of Justice , the Ministry of Home Affairs, the Ministry of Finance, and provinces and cities for comments.

The Ministry of Education and Training proposed merging small-scale, substandard kindergartens and primary schools.

Accordingly, the Ministry of Education and Training requested localities to review the network of kindergartens, general schools and continuing education schools according to the following criteria: Number and size of classes, staff, teachers and employees; and at the same time re-evaluate facilities.

From this result, the province and city will develop a plan for arrangement including merger, consolidation, dissolution or new establishment. The goal is to avoid wasting resources while ensuring the quality of education.

The Ministry of Education and Training proposed prioritizing the model of inter-level primary and secondary schools in sparsely populated areas or areas with difficult transportation conditions; considering merging small-scale, substandard kindergartens and primary schools in the same commune or ward.

The Ministry notes that the arrangement of schools and classes must ensure the following principles.

Do not deprive students of access to education, ensure their safety on the way to school; do not merge if the school is too far from home or traffic conditions are not suitable.

Only arrange schools within the same commune or ward; prioritize retaining schools with favorable conditions; dissolve separate schools, substandard schools or schools that operate ineffectively.

Do not merge kindergartens with general schools, or general schools with continuing education centers.

Ensure that each commune and ward has at least one school at each level: preschool, primary school, and secondary school.

Have a clear roadmap, seek opinions and receive consensus from relevant parties, to minimize disruption in teaching and learning.

Localities need to prioritize budgets to renovate and upgrade facilities and teaching equipment at main schools before receiving students from satellite schools; arrange suitable teachers, and ensure working conditions for teachers after the arrangement.

The Ministry of Education and Training also requires that the development of a plan to arrange the network of educational institutions must be based on the results of the review, and plans and projects must be developed to arrange (merge, consolidate, dissolve or establish new) educational institutions in a reasonable and effective manner, without wasting resources.

The local arrangement plan and project must clearly state the goals, tasks, deadline, resources, roadmap and assign specific responsibilities to the responsible collectives and individuals.

The Ministry of Education and Training emphasizes the priority of inter-level primary and secondary school models in sparsely populated areas or areas with difficult transportation conditions. At the same time, consider merging kindergartens and small-scale, substandard primary schools in the same commune according to a suitable roadmap.

Retain schools and school locations with favorable conditions (facilities, traffic, population), dissolve substandard and ineffective satellite schools; concentrate children, students and trainees to main schools with standard facilities.

Reorganize continuing education centers, vocational education centers - continuing education to ensure compliance with lifelong learning needs and management models at provincial and commune levels.
