Three months of 'reorganizing the country' - Numbers 'that don't know how to color'

The merger of provinces and cities and the launch of two-level local government after three months of implementation (from July 1, 2025) have achieved important results, proving that the Party and State's policies are on the right track, ministries, branches and localities are seriously implementing them and people are enthusiastically responding.

According to the report of Minister of Home Affairs Pham Thi Thanh Tra, many problems from the time of operating the two-level local government such as confusion in implementing decentralization, delegation of authority, incidents in the information technology system, complexity in personnel arrangement..., have been basically resolved. The decentralization of authority to handle administrative procedures from the Central to the local level has been promoted and achieved good results - the Central level is currently responsible for handling 44% of the tasks, while the local level is decentralized and delegated authority to handle 56% of the tasks.

As of September 15, 741 administrative procedures have been decentralized from the central to local levels, 346 administrative procedures under the jurisdiction of the district level have been reassigned to the provincial and communal levels; 298 administrative procedures have been abolished; 14 ministries have fully publicized administrative procedures on the national database with 1,383/1,385 procedures.

In the field of organizational and apparatus improvement, 465 specialized agencies under the People's Committees of 34 provinces and cities and 9,916 specialized departments under the People's Committees of 3,321 communes, wards and special zones have come into operation in a disciplined, stable, smooth and effective manner.

Regarding the reception and settlement of administrative procedures, technology infrastructure and digital transformation, 3,139 commune-level Public Administration Service Centers and one-level Public Administration Service Centers (in Hanoi and Quang Ninh ) have been operating stably and basically smoothly. The number of files received and returned online to people from July 1 to September 15 reached about 6.6 million, of which 91% were processed on time, more than 3 million online payment transactions were completed with a total amount of up to 1,700 billion VND.

The new Ho Chi Minh City after merging with the two provinces of Binh Duong and Ba Ria - Vung Tau has an area of ​​nearly 6,800 km2 and the largest population in the country with more than 14 million people. The volume of administrative records that must be processed daily is... enormous. In just the first phase of implementing the two-level government, the authorities have received more than 619,000 records and processed over 518,000 records, ensuring progress and quality of service. This is a testament to the effective operation of the new apparatus in a megacity.

The new Tuyen Quang province was formed on the basis of merging the old Tuyen Quang province and Ha Giang province. This is a highland border locality with a natural area of ​​nearly 14,000 km2, a population of nearly 1.9 million people, most of whom are ethnic minorities, and 124 commune-level administrative units. On September 25, the Legal Committee of the People's Council of Tuyen Quang province conducted a survey on the operation of the two-level local government apparatus in Phu Luu and Binh Xa communes.

The People's Committee of Phu Luu commune was assigned 35 positions (11 positions short of the quota according to job positions), but from July 1 to now, the Public Administration Service Center has received 3,168 records, of which 2,201 were online, and has resolved 3,144 records, reaching nearly 100%. In Binh Xa commune, the Public Administration Service Center has received 2,500 records since July, of which 668 were online, and has resolved 2,477 records, reaching 99%.

In Hanoi, the Standing Committee of the City Party Committee assessed that there was thorough, drastic and synchronous preparation by the entire political system in implementing the two-level government. The Standing Committee of the City Party Committee mobilized and arranged more than 5,200 cadres, civil servants and public employees to work at the grassroots level, and at the same time resolved policies for nearly 4,300 cases affected by the organizational reorganization.

Up to now, all 126 communes and wards have had stable working offices, fully equipped with facilities and equipment. The Public Administration Service Center system and 126 service points at the grassroots level have been put into smooth operation. More than 523,000 administrative procedure files have been received, of which more than 413,000 files have been processed on time (accounting for nearly 98%). The city has approved a list of 767 administrative procedures to be implemented online throughout, contributing to promoting digital transformation and reducing pressure on the new apparatus. The online meeting system, iHanoi feedback, official email... have also been adjusted to suit the two-level model.

According to the Ministry of Finance, the fact that 99.74% of commune-level administrative units nationwide paid salaries in September 2025 shows that the two-level government model is quickly becoming established in the financial sector. To date, 33/34 provincial-level localities have issued resolutions on decentralization of revenue sources and expenditure tasks between the provincial and commune levels.

The above specific and clear figures tell an unvarnished truth, refuting prejudiced, ill-intentioned, and even distorted arguments about the "reorganization of the country" in Vietnam, that this is a campaign of "coloring", "gaining political points" before the 14th Party Congress, that this is an act of "voluntarism", "anti-logic" and will "not bring any practical results to the people", if not to say causing "disruption", "comprehensive social isolation"... (!).

In fact, after July 1, 2025, Vietnam will have 34 provinces and cities with 3,321 commune-level administrative units, while 696 district-level administrative units - the intermediate stage - have been eliminated. According to the Ministry of Home Affairs, the merger of provinces and the implementation of the two-level local government model is expected to save more than VND 190,000 billion in the 2026-2030 period, streamlining 250,000 people in the state apparatus.

On September 23, speaking to voters of 11 wards of Hanoi, General Secretary To Lam assessed: The basic political system in our country has been streamlined, the two-level local government system is operating smoothly, stably and increasingly effectively.
