According to a report submitted to the National Assembly by the Ministry of Education and Training, in 2024 the Ministry inspected 24 provincial and city Departments of Education and Training regarding "the implementation of secondary education tasks, the implementation of the 2018 General Education Program, textbook selection, and supplementary teaching and learning." Specifically, the Ministry of Education and Training inspected the Departments of Education and Training in the following provinces and cities: Quang Ngai, Bac Lieu, Hung Yen, Vinh Long, Tra Vinh, Binh Phuoc, Quang Binh, Ninh Thuan, Kon Tum, Binh Dinh, Binh Thuan, Khanh Hoa, Hau Giang, Son La, Bac Kan, Nam Dinh, Vinh Phuc, Bac Giang, Dien Bien, Ha Nam, Hai Phong, Dong Thap, Quang Ngai, and Can Tho. Regarding supplementary teaching and learning, the Ministry of Education and Training stated that managing these activities in localities currently faces many difficulties and obstacles. Therefore, the Ministry of Education and Training continues to propose including tutoring and supplementary classes in the list of conditional business sectors, as a basis for amending and supplementing some articles of Circular No. 17/2012 to ensure appropriateness and convenience for managing this activity inside and outside schools.
