Ministry of Home Affairs responds to proposal to consider increasing basic salary in 2025

The Ministry of Home Affairs is submitting to competent authorities amendments and supplements to the Law on Cadres, Civil Servants and the Law on Public Employees, including content on salary increase.

2025 is the final year of implementing the socio -economic development plan and the 5-year financial plan (2021-2025). However, in the context of many socio-economic fluctuations in the country and the world, the state budget revenue is forecast to face many difficulties, so there is no basis to consider continuing to adjust salaries for officials, civil servants, public employees and other policies.

The above content is the recent response of the Ministry of Home Affairs to the petition to consider increasing the basic salary in 2025 from citizens of Long An province.

In addition to the above issue, in their petition, citizens raised two other issues requesting the Ministry of Home Affairs to answer.

Specifically, implementing Conclusion No. 83-KL/TW, the Government issued Decision No. 918/QD-TTg dated August 27, 2024, in which the Ministry of Home Affairs was assigned to submit to competent authorities to amend and supplement legal provisions on cadres, civil servants and public employees related to the salary increase regime and extension of the salary increase period (in 2024). At press conferences, the Ministry of Home Affairs also outlined the progress of implementing this content.

Citizens request the Ministry of Home Affairs to inform them how to implement this content so that agencies and units can know and implement it.

In addition, the implementation of the new salary table according to job positions has not yet been completed. We request the Ministry of Home Affairs to inform cadres, civil servants and public employees nationwide - who are directly affected by the policy - about the progress of implementation in the coming time.

Regarding the above issues, the Ministry of Home Affairs said that the Ministry is submitting to competent authorities to amend and supplement the Law on Cadres and Civil Servants and the Law on Public Employees, including the content on salary increase regime and extension of salary increase period.

Regarding the progress of building a new salary table according to job positions, Conclusion No. 83-KL/TW of the Politburo will be implemented, in which the Central Economic Commission will be assigned to preside over the preliminary review of the implementation of Resolution No. 27-NQ/TW.

The Party Committee of the Ministry of Home Affairs and relevant ministries, departments and branches are responsible for studying and assessing the suitability and feasibility and proposing the implementation of 5 new salary scales and 9 new allowance regimes of the public sector for submission to the Central Committee for consideration after 2026 when the Politburo issues and implements the system of Job Position Lists in the political system.
