Ministry of Agriculture and Environment: Restructuring for sustainable development

(PLVN) - On the afternoon of February 19, the Conference on implementing the decision to merge the two Ministries of Agriculture and Rural Development (MARD) and Natural Resources and Environment (MONRE) was held under the chairmanship of Vice Chairman of the National Assembly Le Minh Hoan and Minister Do Duc Duy. According to the plan, the new ministry will officially come into operation from March 1, 2025.

(PLVN) - On the afternoon of February 19, the Conference on implementing the decision to merge the two Ministries of Agriculture and Rural Development (MARD) and Natural Resources and Environment (MONRE) was held under the chairmanship of Vice Chairman of the National Assembly Le Minh Hoan and Minister Do Duc Duy. According to the plan, the new ministry will officially come into operation from March 1, 2025.

Consolidate to optimize management efficiency

Minister Do Duc Duy emphasized that the merger of the two ministries is not only a change in organizational structure but also an opportunity for restructuring, improving management efficiency and sustainable development. The agricultural and environmental sectors are closely related, so the merger will help strengthen capacity in resource protection, pollution control and developing agriculture that adapts to climate change.

Speaking at the conference, Vice Chairman of the National Assembly Le Minh Hoan said that agriculture not only depends on the environment but can also become a solution to protect the environment. "If we know our limits and respect nature, agriculture will not only not destroy the environment but also help restore what has been lost. We cannot choose between developing agriculture or protecting the environment, but we need to find a way for both to coexist and complement each other," he emphasized.

Restructuring the organization to be lean and efficient

Minister Do Duc Duy affirmed that the task of restructuring and streamlining the apparatus is very difficult, requiring solidarity and high determination from cadres, civil servants and public employees. The new ministry will have about 2,890 civil servants and more than 12,000 public employees. To date, 448 cadres of the two previous ministries have expressed their wish to resign according to the regime.

To ensure the apparatus operates effectively, units will be organized according to the principle of streamlining, without overlapping functions. Public service units will be divided into three groups: scientific research, human resource training and public services. Economic public service units will be encouraged to be financially autonomous to reduce dependence on the state budget.

Personnel and organizational work

It is expected that the Party Committee of the Ministry of Agriculture and Environment will hold its first meeting on February 22-23 to deploy personnel work. According to Resolution No. 1533 of the National Assembly Standing Committee, the new ministry will have a maximum of 10 deputy ministers to meet management requirements during the transition period. The headquarters is located at 10 Ton That Thuyet, My Dinh Ward, Nam Tu Liem District, Hanoi.

Minister Do Duc Duy emphasized that the process of arranging cadres will ensure publicity and transparency, creating favorable conditions for those who wish to continue contributing. "Our task is not only to restructure the apparatus, but also to restructure thinking, towards green, sustainable agriculture in harmony with the environment," he affirmed.
