The Ministry of National Defense held a conference to review experiences in sending, receiving and processing electronic documents.

( Bqp.vn ) - On the morning of May 31, Senior Lieutenant General Le Huy Vinh, member of the Party Central Committee, Deputy Minister of National Defense , Deputy Head of the Standing Committee of the Steering Committee for Administrative Reform and Digital Transformation of the Ministry of National Defense chaired a conference to review experiences in sending, receiving and processing electronic documents in the Ministry of National Defense . The conference was held in a combination of direct and online formats with 53 connecting points throughout the army. Attending the conference were Senior Lieutenant General Phung Si Tan, Deputy Chief of the General Staff of the Vietnam People's Army; Lieutenant General Le Quang Minh, Deputy Director of the General Department of Politics of the Vietnam People's Army; and representatives of leaders and commanders of agencies and units throughout the army.

Implementing Decision No. 28/2019/QD-TTg of the Prime Minister on sending and receiving electronic documents between agencies in the state administrative system, in recent times, the Ministry of National Defense has resolutely directed and deployed many solutions to send, receive and process electronic documents in the Ministry of National Defense and achieved positive results. Accordingly, the Office of the Ministry of National Defense has proactively and actively coordinated with relevant agencies and units to develop legal documents; upgraded, developed and completed the Document Management and Operation Software System to deploy sending, receiving and processing electronic documents in the Ministry of National Defense, especially the use of personal digital signatures in processing and issuing electronic documents; at the same time, regularly monitor, urge, guide and train the use for agencies and units in the entire army. Up to now, the legal regulations on digital signatures of the Ministry of National Defense have been basically completed; Data transmission network, information technology infrastructure, information security and confidentiality work have been built and developed. 100% of agencies and units under the Ministry of National Defense, 74% of agencies and units at division level, Provincial Military Command and equivalent, 47.2% of affiliated agencies, units at regimental level, District Military Command and equivalent have connected to the military data transmission network of the Ministry of National Defense; ready to meet the requirements of sending, receiving and processing electronic documents on the Document Management and Operation System. Since the beginning of the year, 86.66% of documents have been digitally signed, of which personal digitally signed documents account for 13.67%; 100% of documents sent, received and processed on the National Document Interconnection Axis have been digitally signed. Thereby, it has contributed to improving the quality and efficiency of document and work file management and monitoring; saving costs, labor and time for sending and receiving documents between agencies and units (the time for sending and receiving documents between agencies and units used to be on average 1-5 days, now reduced to just seconds); at the same time, improving work efficiency, promptly responding to the direction, command and operation of the Head of the Ministry of National Defense and agencies and units, as well as the requirements, goals and targets for e-Government development and digital transformation in the Ministry of National Defense.

At the conference, delegates actively discussed and evaluated the results of the implementation of sending, receiving and processing electronic documents in the past time. The opinions focused on analyzing the existing problems and difficulties in the implementation process in their agencies and units; at the same time, they shared experiences and proposed some solutions to effectively implement the work of sending, receiving and processing electronic documents in the coming time.

Concluding the conference, Senior Lieutenant General Le Huy Vinh commended the Office of the Ministry of National Defense and agencies and units for proactively and actively deploying the sending, receiving and processing of electronic documents in the Ministry of National Defense in recent times, especially the use of personal digital signatures in processing and issuing electronic documents; at the same time, he pointed out a number of shortcomings and limitations that need to be seriously overcome in the coming time.

Senior Lieutenant General Le Huy Vinh emphasized that the organization of the Army is increasingly streamlined, but the tasks are not reduced, so in order to perform well the assigned tasks, it is necessary to apply technology, including sending, receiving and processing electronic documents in the network environment. Deploying and using the Document Management and Operation System is one of the important tasks contributing to changing the methods and ways of handling work, improving the effectiveness and efficiency of work in direction, command, management and operation; at the same time, promoting digital transformation in the Ministry of National Defense to meet the development requirements of the Army in the new situation.

To continue to organize and deploy the Document Management and Operation System in the entire military in a practical and effective manner in the coming time, Senior Lieutenant General Le Huy Vinh requested agencies and units to urgently and thoroughly overcome the shortcomings and limitations that have been pointed out; actively coordinate well, proactively overcome difficulties, organize the expansion of the Document Management and Operation System to affiliated agencies and units; ensure the sending, receiving and processing of electronic documents to affiliated focal points smoothly and safely, minimizing the use of paper documents. Continue to seriously organize the implementation of digital signatures for organizations and individuals and have appropriate solutions to ensure the completion of all targets assigned by the Ministry of National Defense according to the set roadmap.

Senior Lieutenant General Le Huy Vinh also requested that leaders and commanders of agencies and units seriously grasp and set an example in implementing the directions and instructions of the Ministry of National Defense on sending, receiving and processing electronic documents in the network environment; continue to review, promptly supplement and adjust the working regulations of their agencies and units to ensure synchronization and consistency with the working regulations of the Ministry of National Defense and regulations on processing documents in the electronic environment, implementing personal digital signatures; proactively review and upgrade information technology infrastructure to meet the requirements of deploying the Document Management and Operation System to ensure synchronization, safety and information security; organize training on exploitation and use of applications for all commanders, officers and employees according to the scope of responsibilities and tasks. Regularly monitor, guide, inspect and evaluate the results of sending, receiving and processing electronic documents in their agencies and units. Take the results of completing the indicators on electronic document processing and personal digital signature as criteria to evaluate the level of task completion and consider the annual emulation and reward titles of agencies, units and individuals.

Senior Lieutenant General Le Huy Vinh noted that units that have not yet implemented digital signatures need to seriously learn from experience and urgently develop plans to implement digital signatures for organizations and individuals; agencies and units that have successfully implemented digital signatures for organizations and individuals should continue to implement digital signatures throughout the process and deploy them to affiliated agencies and units to ensure that the targets set by the Ministry of National Defense are met and exceeded.
