Allocate multiple plots of land for the construction of social housing.

Given the huge demand for social housing and the trend of rising house and land prices, in addition to social housing projects that have been started or are under construction, Da Nang city has reviewed and selected 42 land plots with a total area of ​​109.3 hectares to implement social housing projects, aiming to complete the target of developing 28,955 apartments in the period 2025 - 2030.

Implementing numerous social housing projects.

In Hoa Xuan ward, besides the commencement of two apartment complex projects (No. 3 and No. 5) with a total area of ​​4.6 hectares in Zone B of the South Cam Le Bridge residential area, comprising a total of 1,658 apartments, the city is preparing five land plots with a total area of ​​8 hectares to build five social housing projects with a total of 3,675 apartments.

Accordingly, the social housing complex for revolutionary veterans (phase 2) has 191 apartments; social housing at plot B3 in area E, South Cam Le Bridge residential area (Hoa Xuan ward) has 506 apartments; social housing at the former Le Kim Lang Primary School site has 326 apartments; social housing for police officers and soldiers has approximately 1,000 apartments; and Hoa Phuoc social housing has 1,652 apartments.

In addition, the city has also planned a 4,000m2 plot of land within the Hoa Xuan Creative Space project to invest in the construction of social housing with 405 apartments.

Similarly, in Ngu Hanh Son ward, the city has allocated 4 land plots totaling 11.3 hectares for the construction of 4 social housing projects with a total of 5,825 apartments, including: social housing in the old Tan Tra adjacent housing area with approximately 500 apartments; at the land plot designated A2-4 at the corner of Ngu Hanh Son street and the access road to Tien Son bridge (Ngu Hanh Son ward) with 831 apartments; in the resettlement area north of the southern ring road with 4,080 apartments; and at the land plot designated VS6-1/NOXH1 with 414 apartments.

The city is about to implement two social housing projects at the land plot No. 10 Trinh Cong Son (Hoa Cuong ward) and the land plot at the existing Hoa Minh apartment complex (Thanh Khe ward), with a total of 1,582 apartments to serve the resettlement of households affected by the clearance of the three Hoa Minh, Thuan Phuoc, and Lam Dac San Hoa Cuong apartment complexes, as well as other eligible individuals.

The city also allocated a 2.4-hectare plot of land in Hai Van ward for a social housing project and trade union design with 735 apartments; an approximately 1-hectare plot of land in Cam Le ward for a social housing project in Hoa Cam Industrial Park (phase 2) with about 500 apartments; and the A1-7 plot of land along Chu Huy Man street (Son Tra ward) for the construction of social housing with 547 apartments...

Additionally, the Lang Van Tourist and Resort Urban Complex project (Hai Van ward) also reserves 20.7 hectares of land for the construction of social housing, comprising 1,200 apartments.

In Dien Ban Dong ward, 21.6 hectares of land have been planned for the construction of 5 social housing projects, including: a low-income housing area in Dien Nam - Dien Ngoc Industrial Park with 1,176 apartments; a social housing and trade union facility area in Dien Nam - Dien Ngoc with 800 apartments; and 3 low-income housing areas with a total of 3,500 apartments.

In Nui Thanh commune, five land plots with a total area of ​​23.8 hectares have been selected for the construction of social housing, including: the Danatol Company's worker housing area with 600 apartments, two worker housing areas in the Chu Lai Open Economic Zone with a total of 1,433 apartments, social housing in the An Hoa Bay 1 high-end ecological urban area with 650 apartments, and social housing in the Chu Lai urban area with 4,400 apartments...

Ensure land availability for construction.

According to Deputy Director of the Department of Construction Le Van Tuan, the demand for social housing in Da Nang city is currently very high, especially for officials, civil servants, and workers who have moved to work in the administrative center after the merger.

In addition, workers in industrial zones in the city such as Hoa Khanh, Lien Chieu, Hoa Cam, Chu Lai, Dien Nam - Dien Ngoc have a great need for worker housing; however, the land available for building worker accommodation is still limited, and in the past, some industrial zones were not even planned to have worker accommodation.

To expedite progress and attract investment in social housing projects, the city has quickly reviewed and selected 42 land plots with a total area of ​​109.3 hectares that meet the criteria for implementing social housing projects. This land area is sufficient to build approximately 28,955 social housing units during the 2025-2030 period, aiming to meet the housing needs of eligible beneficiaries of social housing policies as stipulated.

According to the Housing Law and Government Decree 100/2024/ND-CP dated July 24, 2024, commercial housing projects and urban areas must allocate 20% of their total land area for social housing development. To optimize the land fund for social housing development to serve urban welfare and sustainable development, the city will require investors to strictly comply with the regulation on allocating 20% ​​of the land area with completed infrastructure in commercial housing projects and urban areas for social housing development, in accordance with housing law.

At the same time, the city continues to conduct a comprehensive review of the 20% land allocation across the city to classify it according to feasibility and to review and supplement urban planning and industrial park planning, ensuring sufficient land is allocated for the development of social housing and worker accommodation.

In addition, the authorities proposed clearly defining the mechanism for exchanging this 20% land fund for locations more suitable to the planning and infrastructure; and strictly monitoring cases of payment as a replacement or land exchange.

In addition, it is proposed that the City People's Committee adopt a policy of auctioning off 20% of the land fund to create resources for investing in concentrated social housing projects and organize auctions and bidding to select investors with financial potential and implementation experience, contributing to achieving the target of building 28,955 social housing units in the 2025-2030 period.
