On the morning of August 14th, General Phan Van Giang, Minister of National Defence, led a high-level delegation from the Vietnamese Ministry of Defence to attend the opening ceremony of Army 2023 in the Russian Federation.

General Phan Van Giang, Member of the Politburo , Deputy Secretary of the Central Military Commission, and Minister of National Defence, led a high-level delegation from the Vietnamese Ministry of Defence to attend the 2023 International Military-Technical Forum (Army 2023) and the 11th Moscow International Security Conference (MCIS-11) from August 13 to 17 in Moscow, at the invitation of General Sergei Shoigu, Minister of Defence of the Russian Federation. The delegation included Lieutenant General Nguyen Van Nghia, Deputy Chief of the General Staff of the Vietnam People's Army.

On the morning of August 14th, General Phan Van Giang attended the plenary session, the opening ceremony, and toured the booths at Army 2023, including the Vietnamese booth.

This year, the General Department of Defense Industry and the Military Industry and Telecommunications Group ( Viettel ) participated in and showcased 240 Vietnamese defense industry products at Army 2023.

Army is an annual exhibition and forum organized by the Russian Ministry of Defense since 2015 at the Patriot Convention and Exhibition Center (on the outskirts of Moscow), attracting many countries, businesses, and defense industry organizations to participate and showcase their defense products. The forum is one of the largest international exhibitions of weapons and technical equipment in the world.

Army 2023 attracted delegations from nearly 60 countries, including many at the level of Defense Ministers and Chiefs of General Staff; approximately 1,500 Russian defense companies and 85 foreign companies....

Over the years, Vietnam has consistently sent high-level delegations to participate in the Army exhibition, and in 2018, Vietnam officially began exhibiting its products.

On the same day, General Phan Van Giang also met with the head of the Lao delegation at Army 2023 to discuss cooperation between the two sides.

On the sidelines of Army 2023, Lieutenant General Nguyen Van Nghia met with leaders of Rosoboronexport Corporation of the Russian Federation, the Chairman of the National Committee on Defense Industry, and the General Director of Beltechexport Company of Belarus to discuss cooperation in the defense industry.
