
The Central Working Group also included Mr. Ha Viet Quan - Chief of the Office of the National Target Program for Socio -Economic Development in Ethnic Minorities and Mountainous Areas for the 2021-2025 period (National Target Program 1719); representatives of the National Assembly's Ethnic Council, central ministries, branches, and departments; representatives of departments and units of the Ethnic Committee.
On the Lao Cai side, there were Mr. Trinh Xuan Truong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee for National Target Programs of Lao Cai province; leaders of departments, branches and sectors in the province; leaders of the District Party Committee and People's Committee of Sa Pa town.

Many remarkable results
According to the Report at the working session, Vice Chairman of Lao Cai Provincial People's Committee Hoang Quoc Khanh said that the province has 9 district-level administrative units, including 7 districts, 1 town and 1 city; with 152 commune-level administrative units (127 communes, 9 towns and 16 wards) and 1,568 villages and residential groups. The ethnic minority and mountainous areas of Lao Cai province have 140 communes, wards and towns (including 66 communes, wards and towns with special difficulties in region III, 4 communes in region II, 70 communes in region I, with 603 villages with special difficulties).
The total estimated resources to implement the 3 National Target Programs for the period 2021 - 2025 are 10,602,867 million VND. Of which, the central budget capital is 6,429,629 million VND; the provincial budget capital is 2,351,585 million VND; the district budget capital is 463,731 million VND; the commune budget capital is 3,105 million VND; credit capital is 384,740 million VND; mobilized community contributions are 513,914 million VND; mobilized capital from organizations, individuals, and other capital is 456,163 million VND.
The plan to implement the 3 National Target Programs for the period 2021 - 2023 is 5,580,277 million VND. Of which, the central budget capital is 2,883,648 million VND; the local budget capital is 1,131,908 million VND; mobilized organizations, individuals, and other capital is 1,564,721 million VND.
The disbursement result of capital sources for the period 2021 - 2023 up to January 31, 2024 is 4,751,344 million VND. Of which, the central budget capital is 2,197,318 million VND, reaching 76% of the plan (investment capital is 1,649,904 million VND, reaching 94.2% of the plan; career capital is 547,414 million VND, reaching 48.4% of the plan); local budget capital is 1,120,626 million VND, reaching 99%; mobilized organizations, individuals, and other capital is estimated at 1,433,400 million VND.

Regarding the results of implementing the plan and disbursing the central budget capital in 2024. The total central budget capital assigned in 2024 (including extended capital) is 2,418,888 million VND. The disbursement result, the total is 479,040/2,418,888 million VND, reaching 19.8% of the plan. The investment capital result is 375 billion VND, reaching 35.79% of the plan, the estimated disbursement by January 31, 2025 strives to reach 100%; for career capital, it is 103 billion VND, reaching 7.5% of the plan. The estimated disbursement by December 31, 2024 strives to reach at least 85% of the plan.
There are still many difficulties and problems
According to Vice Chairman Hoang Quoc Khanh, the effective implementation of Projects and Sub-projects of the National Target Programs has contributed to the socio-economic development in the particularly difficult areas of the province's ethnic minority areas, thereby gradually improving the lives of people, especially ethnic minorities, and reducing the poverty rate. However, although the entire political system has focused on leading and directing the implementation of programs, projects and plans for socio-economic development in ethnic minority areas, the implementation of the Programs still faces many difficulties and obstacles.

For the National Target Program 1719, there are difficulties in implementing Project 2 on Planning, arranging, relocating, and stabilizing residents where necessary; Project 3 on Developing sustainable agricultural and forestry production, promoting the potential and strengths of regions to produce goods according to the value chain; Project 5 on Developing education and training to improve the quality of human resources...
Regarding the National Target Program on New Rural Development. Pursuant to Decision No. 861/QD-TTg dated June 4, 2021 of the Prime Minister, after being recognized as meeting new rural standards, communes will no longer enjoy social security, education, salary policies and policies of communes in Region III and Region II; difficulties for these communes because the achievement of new rural standards of the communes has only reached the minimum level, people's lives are still difficult, so maintaining the commune meeting the standards is very difficult.

Communes have been recognized as meeting new rural standards, some new assessment criteria and indicators have "reached" the standard threshold, so maintaining the standard level is still limited. The 2021 - 2025 period will be implemented according to the new set of criteria with higher standards in some old criteria and indicators and must complete some new criteria prescribed by the Central Government, so maintaining the standard of 19 criteria in communes will face many difficulties and challenges...
The National Target Program on Sustainable Poverty Reduction is still facing difficulties in implementing Sub-project 1 and Project 4 on Vocational Education Development in Poor and Disadvantaged Areas. Localities have developed plans to implement vocational training for local workers. However, some localities have not yet opened training classes because the target group is low-income workers and there is no specific guidance from the Ministry of Labor, War Invalids and Social Affairs...

Focus on removing difficulties
At the working session, members of the Working Group and delegates discussed many issues to continue to resolve difficulties of the province related to mechanisms, policies and obstacles in some specific projects and sub-projects.

Speaking at the meeting, Mr. Trinh Xuan Truong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee for National Target Programs of Lao Cai province said that Lao Cai is a province with a high proportion of ethnic minorities (66.2%), with 25 ethnic groups living together, the terrain is mainly high mountains, the poverty rate is still high, and people's lives are still difficult. Therefore, the effective implementation of National Target Programs is of special importance, contributing to improving the material and spiritual life of the people, especially for ethnic minority areas.
According to the Chairman of the Provincial People's Committee La Cai, the province will strive to achieve the goals of the National Target Programs. Accordingly, by 2025, 3 district-level units will meet/complete the construction of new rural areas; 1 district will meet advanced standards; 67% of communes will meet new rural standards, 40.4% of communes will meet advanced new rural standards, 10.6% of communes will meet model new rural standards; help Bac Ha district escape poverty; reduce the rate of poor households, near-poor households, the rate of poor households in ethnic minority areas and in 04 poor districts. At the same time, continue to apply flexibly, coordinate closely with agencies, units and localities so that the disbursement rate of national target programs by the end of 2024 will reach over 70%.
Chairman of the Provincial People's Committee Trinh Xuan Truong hopes that the Ethnic Committee, through inspection and supervision in localities, will soon submit to the Prime Minister to amend Decision 1719/QD-TTg to resolve some difficulties and problems in the implementation of the National Target Program 1719.

Concluding the meeting, Minister and Chairman of the Committee for Ethnic Minorities Hau A Lenh said that the Provincial Party Committee, People's Council and People's Committee of Lao Cai province have always closely and resolutely directed the organization and implementation of the National Target Programs comprehensively and smoothly, helping Lao Cai province to be among the top provinces with high disbursement rates, a bright spot for localities to learn from. The Minister hoped that with the achieved results, Lao Cai province would make efforts to overcome difficulties to deploy and implement the National Target Programs more effectively, contributing to further improving the material and spiritual life of the people.
Minister and Chairman Hau A Lenh suggested that Lao Cai province should promote training and capacity building for grassroots cadres; with its functions, tasks and powers, based on the actual situation of the locality, Lao Cai province needs to review each project to deploy it to the right target, promoting effectiveness in practice. In addition, Lao Cai province needs to pay attention to planning and training ethnic minority cadres; strengthen the connection between the government and ethnic minorities, in which attention and focus is paid to the team of prestigious people.
Regarding the difficulties and problems of the province, the Minister requested the members of the Working Group, the Departments and related units of the Committee for Ethnic Minorities to synthesize fully to advise and resolve according to their authority.
