According to a VNA correspondent in Tokyo, within the framework of his official visit to Japan, on August 9, Foreign Minister Bui Thanh Son met with Vice President of the Senate Nagahama Hiroyuki; Vice President of the Japan International Cooperation Agency (JICA) Miyazaki Katsura and received Governor of Hokkaido, Mr. Suzuki Naomichi.
Foreign Minister Bui Thanh Son thanked the Japanese leaders and people for their sympathy over the passing of General Secretary Nguyen Phu Trong; and announced that the Central Executive Committee of the Communist Party of Vietnam had elected President To Lam to the position of General Secretary with an absolute majority of votes.
At the meetings, Minister Bui Thanh Son expressed his delight that the Vietnam-Japan Comprehensive Strategic Partnership continues to develop substantially and effectively in all areas with high political trust after being upgraded; affirmed that Japan is one of Vietnam's leading important partners in the fields of ODA, investment, trade, and labor, and the two countries are also expanding cooperation to new areas such as energy transition, green transition, digital transformation, etc.
Minister Bui Thanh Son thanked and appreciated Japan's multifaceted support for Vietnam's socio-economic development, in which Japan's ODA capital has made an important contribution to infrastructure construction with many projects that are symbolic of the relationship between the two countries.

At the meeting with Vice President of the Senate Nagahama Hiroyuki, Minister Bui Thanh Son asked the Vice President of the Japanese Senate to pay attention to, support and promote delegation exchanges at all levels, parliamentary exchanges, exchanges between young parliamentarians and female parliamentarians; support the two countries to deepen economic ties through promoting ODA cooperation, investment, trade, etc.
Minister Bui Thanh Son proposed that Japan promote and implement new-generation ODA projects, promote cooperation in training high-quality human resources in the fields of semiconductors, artificial intelligence (AI), digital transformation, green transformation, railways and high-speed railways; promote local exchanges and connections; expand cultural cooperation and people-to-people exchanges; and propose that the Japanese Government continue to simplify and move towards visa exemption, and consider granting long-term visas to Vietnamese citizens.
Vice President of the Senate Nagahama Hiroyuki expressed his deep condolences on the passing of General Secretary Nguyen Phu Trong and wished that the two countries would continue to carry on the legacy of the late General Secretary.
Mr. Hiroyuki also conveyed the invitation from Senate President Otsuji Hidehisa to National Assembly Chairman Tran Thanh Man to visit Japan; affirmed that he will support the promotion of the Vietnam-Japan comprehensive strategic partnership in all fields, enhance exchanges and close cooperation between the legislative bodies of the two countries in the coming time; continue to create conditions for Vietnamese workers and trainees to work with peace of mind within the framework of the new "training-work" regime that Japan has issued to replace the "technical intern" regime.
At the meeting with JICA Vice President Miyazaki Katsura, Minister Bui Thanh Son proposed that JICA promote the consideration of providing Vietnam with new-generation ODA loans with preferential and simpler loan conditions and procedures in the fields of large-scale infrastructure development in Vietnam, healthcare, environmental protection, and climate change response; propose to support Vietnam in training human resources, promote specific aid projects for Vietnam in new fields such as digital transformation, green transformation, innovation; administrative reform; promote the progress of a number of key ODA cooperation projects between the two countries; affirm that the Vietnamese Government continues to consider ODA as an important and priority source of capital in large-scale and key infrastructure construction projects in the coming time.
JICA Vice President Miyazaki Katsura welcomed the 12th meeting of the Vietnam-Japan Cooperation Committee for actively discussing measures to promote economic cooperation, including ODA cooperation, to become more substantive and effective; and thanked the Vietnamese Ministry of Foreign Affairs and relevant ministries and sectors for actively promoting the progress of ODA cooperation projects between the two countries in recent times.
JICA Vice President agreed to consider Vietnam's proposals on implementing a number of ODA loan projects, supporting human resource training in new fields such as digital transformation, green transformation, and innovation; and announced the dispatch of a delegation to survey the Project on Developing Climate Change Adaptive Infrastructure to Support Production for Ethnic Minorities in 11 Northern mountainous and midland provinces.
In Hokkaido province, Foreign Minister Bui Thanh Son received the Governor of the province, Mr. Suzuki Naomichi.

Foreign Minister Bui Thanh Son expressed his pleasure to visit Hokkaido province during his first official visit to Japan as Foreign Minister at a time when the Vietnam-Japan Comprehensive Strategic Partnership in general and cooperation between Hokkaido province and Vietnam in particular are developing positively and comprehensively in various fields with many outstanding marks.
Appreciating and thanking the support and determination of Governor Suzuki Naomichi and the Hokkaido government in promoting multifaceted cooperation with Vietnam, especially in the fields of labor, cultural exchange, people-to-people exchange, and tourism, Minister Bui Thanh Son suggested that Hokkaido continue to strengthen cooperation with Vietnamese localities in specific and substantive fields such as trade, investment, tourism, culture, and Japanese language teaching.
Minister Bui Thanh Son encouraged provincial enterprises to invest more in Vietnam in areas where Hokkaido has strengths such as high-tech agriculture, forestry, seafood processing and export, etc.; strengthen cooperation in human resource training, especially high-quality human resources in the semiconductor industry, expand the reception of Vietnamese interns, and pay attention to and create favorable conditions for the Vietnamese community to live, study and work in Hokkaido.
Governor of Hokkaido Suzuki Naomichi, on behalf of the leaders and people of Hokkaido, expressed his deep condolences on the passing of General Secretary Nguyen Phu Trong.
The Governor expressed his honor to welcome Foreign Minister Bui Thanh Son to visit the province; informed Minister Bui Thanh Son about the cooperation situation between Hokkaido and Vietnam in recent times; affirmed that Hokkaido wishes to strengthen cooperation with Vietnamese localities, receive more high-quality workers and Vietnamese technical interns to work in the province; agreed to promote cooperation in human resource training.
The Governor of Hokkaido highly appreciated the contribution of the community of about 12,000 Vietnamese people, the largest foreign community in Hokkaido, to the socio-economic development of the province; wished to have more Vietnamese people come to work in Hokkaido and affirmed that he would continue to support the Vietnamese community living, studying and working here.
The Governor also affirmed that he will continue to organize cultural and people-to-people exchange events such as the Vietnam Festival in Sapporo and the Hokkaido Festival in Ha Long to enhance the connection, affection and mutual understanding between the people of the two countries.
Previously, on August 8, Foreign Minister Bui Thanh Son received former Japan-Vietnam Special Ambassador Sugi Ryotaro. Minister Bui Thanh Son highly appreciated and thanked Mr. Sugi for his active contributions to the Vietnam-Japan friendship over the past 30 years through various activities such as laying the foundation for Japanese language training in Vietnam; promoting cultural cooperation, organizing large-scale art exchange programs, especially on the occasion of the 50th anniversary of diplomatic relations; supporting capacity building, providing fire trucks to the Ministry of Public Security and the Ministry of Health; and adopting orphans in Vietnam.
Foreign Minister Bui Thanh Son asked Mr. Sugi to continue supporting and coordinating with Vietnamese ministries, sectors, agencies and organizations in humanitarian activities in health and education, especially in remote areas; organizing cultural and people-to-people exchange activities; and continuing to support and assist the community of nearly 570,000 Vietnamese people in Japan.
Former Japan-Vietnam Special Ambassador Sugi Ryotaro expressed his pleasure to meet Minister Bui Thanh Son again on the occasion of the Minister's official visit to Japan; and thanked the Ministry of Foreign Affairs and relevant ministries and branches for arranging Mr. Sugi's meaningful visit to Vietnam in early August.
Mr. Sugi Ryotaro affirmed that he will continue to take advantage of his experience and understanding of Vietnam and the Vietnam-Japan relationship to promote deeper cooperation in health and tourism through establishing an electronic information page to promote the landscape, culture and people of Vietnam to the Japanese people and an electronic information page to promote public health and hepatitis B prevention./.
