According to Deputy Chairman of the Tuyen Hoa District People's Committee, Dinh Tien Dung: “We consider providing housing support for war veterans and martyrs as an important political task with profound humanitarian significance, demonstrating the concern of the Party and State for those who have dedicated and sacrificed themselves for the revolutionary cause, national independence, and national reunification. Therefore, in the past period, the District People's Committee has guided communes and towns to implement Decision No. 21. Accordingly, communes and towns have established steering committees and working groups to review, compile lists, and implement housing support plans for the right beneficiaries, in accordance with the circumstances of each family and the specific characteristics of the locality.”
To date, Tuyen Hoa district has started construction on 294 out of 325 houses for war invalids, martyrs, and veterans, achieving a rate of 90.4%, of which 234 houses have been completed. The total capital mobilized for house construction reached nearly 30 billion VND, including: central government budget, provincial budget, contributions from households, and social mobilization... The total disbursed capital reached over 18 billion VND. In addition, the locality has mobilized over 200 man-days to support the construction and repair of houses for war invalids, martyrs, and veterans with difficult circumstances, the elderly, and those living alone.
In accordance with Decision No. 21, Dong Le town has 58 households of war invalids, martyrs, and war veterans who have received housing support. Most of the newly built or renovated houses began construction in late March 2025. To date, the renovated houses have been largely completed and put into use, while the newly built houses are still under construction. Currently, the People's Committee of Dong Le town has settled the funding for 49 out of 58 households.
Chairman of the People's Committee of Dong Le Town, Dau Ba Quy, said: "Implementing the policy of supporting housing construction for war invalids, martyrs, and veterans, the People's Committee of the town has established a steering committee, assigning specific tasks to its members; regularly inspecting, urging, and reminding sub-districts to pay attention to, monitor, and assist households during the house construction process; mobilizing neighbors to contribute labor; and families to mobilize additional resources to build new houses or repair existing ones according to purpose and time. The new houses that have been and are being built and repaired have brought joy and happiness to many war invalids, martyrs, and veterans in the area."
Ms. Nguyen Thi Luong, residing in Tam Dong sub-district (Dong Le town), served in the army during the resistance war against the US to save the country. After liberation, she worked in the forestry sector and then got married. Twenty years ago, her husband passed away, and she single-handedly raised five children. Her old, one-story house, built 40 years ago, was severely damaged and dilapidated, so the government provided her with 80 million VND to build a new one. Ms. Luong confided: "I'm so happy to receive the money to build a new house. Now my children who live far away have a decent place to stay. With the upcoming rainy and stormy season, I can rest assured and not worry as much as before."
During the war against the US, Mr. Dinh Duy Thiep and his wife, Mrs. Nguyen Thi Dao, residing in Dong Van sub-district (Dong Le town), actively participated in the local militia, serving as couriers, clearing roads, and transporting goods and ammunition to the Southern battlefield. Now elderly and frail, they still live in a dilapidated, run-down house. Facing these difficulties, the State has provided them with 40 million VND to repair their home. “Thank you to the Party and the State for their concern and assistance to families of war heroes in repairing their houses. I find this to be an extremely humane, reasonable, and responsible policy…,” Mr. Thiep shared.
| Previously, from 2013 to 2019, implementing Decision No. 22/2013/QD-TTg of the Prime Minister (referred to as Decision No. 22) on housing support for war invalids and martyrs, the People's Committee of Tuyen Hoa district built 1,548 houses for war invalids and martyrs. The total funding for house construction was 43.1 billion VND from central and local government budgets. After Decision No. 22 ceased to be implemented, since 2020, the Party committees, government, Fatherland Front, mass organizations of Tuyen Hoa district, and philanthropists have continued to integrate and utilize various resources to support housing construction for hundreds of war invalids and martyrs in the area. |
This time, Mai Hoa commune has 57 war invalids, martyrs, and veterans receiving support for house renovation and repair according to Decision No. 21. According to Ha Ngoc Thanh, Vice Chairman of the Mai Hoa Commune People's Committee: “In order to support housing for war invalids, martyrs, and veterans' families, the Commune People's Committee has carefully reviewed and assessed the eligible individuals. During the implementation process, we prioritized supporting households with difficult circumstances and urgent housing needs. In addition, the Commune People's Committee mobilized additional resources; and encouraged villagers, neighbors, and philanthropists to join hands and contribute to completing housing for war invalids, martyrs, and veterans.”
Mr. Ha Huy Diet, residing in Dong Thuan village (Mai Hoa commune), is a beneficiary of the policy for people with disabilities and has received support for building a new house. Previously, he lived in a single-story house built over 40 years ago. Currently, Mr. Diet's new house has an area of over 100 square meters , with a construction cost of approximately 500 million VND. Of this, 80 million VND came from central and provincial support, and the rest was contributed by his children. Mr. Diet happily said: "I'm so happy! Thanks to the government's support, I mobilized my children, grandchildren, neighbors, and my savings to build a new house. Now that I have a solid house, I no longer have to worry about housing and can focus on my business to stabilize my life."
