Minister Nguyen Chi Dung explained and clarified a number of issues of interest to National Assembly delegates at the discussion session on economic development.

(MPI) - Speaking to explain and clarify a number of contents raised by National Assembly deputies at the discussion session in the hall on the additional assessment of the results of the implementation of the socio-economic development plan and state budget in 2022; the implementation of the socio-economic development plan and state budget in the first months of 2023 taking place on June 1, 2023, Minister of Planning and Investment Nguyen Chi Dung thanked the delegates for their enthusiastic and profound opinions, demonstrating a very high sense of responsibility for the country's socio-economic situation, highly appreciating the results achieved and the efforts of the Government in implementing the tasks and goals assigned by the National Assembly.

The opinions shared the difficulties and challenges of the economy ; pointed out the shortcomings and limitations in some areas, and suggested many valuable issues and solutions. Minister Nguyen Chi Dung affirmed that the Government would take full advantage of them to improve its leadership and management in the coming time.

Minister Nguyen Chi Dung said that in 2023, the world economic situation is very difficult, but the figures and targets are higher than those reported to the National Assembly. This is a very positive signal, this result is very valuable and proud; recognized and highly appreciated by the international community and especially the people agree, support and trust in the leadership of the Party, State and National Assembly.

Vietnam is in the process of deep integration, the legal system is in the process of being built and perfected, so in the process of transformation, there are inevitable contradictions, overlaps or conflicts, lack of synchronization, and incompleteness. It is important to promptly detect and promptly adjust and supplement in accordance with reality.

In addition, the capacity to adapt and respond to external fluctuations, as well as the capacity to compete, is still limited; the consequences of COVID-19 are extremely severe and businesses have had to struggle to cope in the past time; the scale of the economy has been constantly increasing in recent times; some cadres are afraid of making mistakes, afraid of responsibility, avoiding and shirking in handling public affairs.

Regarding some solutions to carry out tasks from now until the end of the year, Minister Nguyen Chi Dung said that the Government has basically identified the existing problems and limitations, continues to closely monitor the situation, promptly removes obstacles, clears bottlenecks, frees up resources, and takes advantage of new opportunities to develop and achieve the highest goals.

Regarding the difficulties of enterprises and workers, according to Minister Nguyen Chi Dung, the current focus is on three issues: the first is the market, the second is cash flow, and the third is administrative procedures and the business investment environment. In addition, input costs, legal compliance costs, and market entry costs are also high. The difficulties of enterprises directly affect the labor, employment, income, and life of workers.

These are issues that the Government is particularly concerned about. In recent times, there have been many policies to support businesses and people such as reducing loan interest rates, borrowing conditions, reducing taxes, fees, and charges, and promoting market expansion. In the coming time, the Government will continue to research to direct, have stronger, more timely, and more effective measures and policies to immediately support businesses and workers to support the economy.

Regarding public investment, Minister Nguyen Chi Dung said: "I would like to reaffirm once again before the National Assembly that up to now, all issues of decentralization and delegation of authority in public investment have been thoroughly implemented, with all rights being transferred to ministries, branches and localities", specifically, thorough decentralization from project selection, project establishment, project preparation to public investment disbursement, project adjustment, site clearance, project bidding, implementation and construction organization.

The Ministry of Planning and Investment or central agencies only do the work of synthesizing and reviewing, and if it is correct, report to the Government and the National Assembly to assign and assign a department to the locality, on the basis of the local 5-year medium-term plan, assigning details to each project, Minister Nguyen Chi Dung emphasized.

Why is it that with the same legal basis, one locality or another ministry has implemented it well, with a high rate, while another locality or sector has a low rate? The problem lies in the implementation organization, Minister Nguyen Chi Dung emphasized and suggested that People's Council delegates at all levels pay attention to and monitor their localities and sectors, together with the Government, to create more positive changes in the issue of public investment disbursement in the coming time, to contribute to economic development.

Regarding planning work, Minister Nguyen Chi Dung emphasized that thanks to Resolution No. 61/2022/QH15 of the National Assembly on continuing to strengthen the effectiveness and efficiency of implementing policies and laws on planning and a number of solutions to remove difficulties and obstacles, speed up the progress of planning and improve the quality of planning for the 2021-2030 period, the problems in the basic work have been resolved and so far there are no more institutional bottlenecks. The current issue is to focus on planning, appraising and approving plans. Currently, 65 plans have been completed and 39 plans are being implemented, striving to complete the remaining 5 regional plans and provincial plans have been prepared, appraised and approved.

Regarding long-term and medium-term issues, Minister Nguyen Chi Dung said that the Government continues to focus on reviewing legal regulations, accelerating economic restructuring, renewing the growth model, improving labor productivity, enhancing competitiveness, developing the domestic market, attracting foreign investment, digital transformation, green growth, circular economy, improving tourism, education, and healthcare services, etc.

The Government will direct research in two directions: what is under the authority of the Government will be immediately decentralized to localities, what is under the authority of the National Assembly will be researched and reported to the National Assembly Standing Committee and the National Assembly for consideration such as the fields of construction, environmental impact assessment, site clearance separation, conversion of rice land and forest land purposes, allocation of capital for national target programs, etc.

Concluding the discussion, Vice Chairman of the National Assembly Nguyen Duc Hai said that the discussions were frank and responsible, with rich, comprehensive and profound opinions on the country's economic and social issues and issues of interest to voters and National Assembly deputies.

The Vice Chairman of the National Assembly stated that the National Assembly deputies highly appreciated the efforts of the entire political system, the entire Party, the entire army, the entire people, the National Assembly, the National Assembly Standing Committee, the Government, sectors at all levels and acknowledged the great contributions of the entire nation, overseas Vietnamese, and international friends to overcome difficulties and challenges in 2022, and our country's economy achieved quite comprehensive results in many fields.

The majority of National Assembly deputies agreed with many contents stated in the Government's report and the inspection reports of National Assembly agencies on socio-economic situation, State budget in 2022, the first months of 2023 and the policy of investing additional charter capital for the Vietnam Bank for Agriculture and Rural Development.

Delegates also proposed implementing solutions to exempt, reduce, extend taxes and fees, and reduce loan interest rates to support production and business; solutions to maintain stable and safe development of the credit institution system, the monetary market, real estate, securities, and corporate bonds; handle bad debts, handle weak banks; ensure supply-demand balance, appropriate price management and stabilization; ensure supply and circulation of goods, and balance electricity, coal, and gasoline.

The National Assembly Standing Committee will direct Government agencies, inspection agencies and relevant agencies to study and absorb the opinions expressed in the hall and the opinions discussed in groups to include important contents in the General Resolution of the session to be sent to delegates for comments and submitted to the National Assembly for consideration and approval./ .
