Minister Nguyen Manh Hung: Science must enter life, solving major national problems

Speaking at the "Vietnam Science and Technology Day 18/5" held on the afternoon of May 16 in Hanoi, Minister of Science and Technology Nguyen Manh Hung emphasized the central and practical role of science and technology (S&T) in the country's development.
"Science is not only in the laboratory or on the pages of books, but must enter life, solve major national problems, and bring prosperity and happiness to the people," the Minister of Science and Technology affirmed.
According to Minister Nguyen Manh Hung, the organization of the Science and Technology Festival is not only to celebrate and honor the achievements that have been made, but also to demonstrate the determination to join hands in creating the future through science, technology, innovation and digital transformation - the pillars that will determine the country's competitiveness and position in the future.
Looking back on the past, the head of the Ministry of Science and Technology did not forget to emphasize the merits, intelligence and silent dedication of generations of Vietnamese scientists who have laid the foundation for today's achievements. Those contributions have created a bright, strong and potential Vietnam for integration.

The 2013 Constitution identified the development of science and technology as a top national policy. This spirit continues to be concretized through important resolutions of the Party, especially the Resolution of the Politburo on the development of science, technology, innovation and national digital transformation.
According to Minister Nguyen Manh Hung, the Law on Science and Technology is being amended into the Law on Science, Technology and Innovation to institutionalize new orientations, guidelines and policies of the Party and State.
According to the Minister, this draft law has 10 revolutionary innovations. First, it establishes the fundamental role of science and technology. If a country wants to prosper and become a powerful country, it must first be a powerful country in science and technology.
Second, science and technology must be associated with innovation, which is the driving force to enhance national competitiveness, socio-economic development, national defense, security and people's quality of life.
Third, revolutionizing management thinking by shifting from input control to effective output management, accepting risks, and using results as the basis for resource allocation.
Fourth, mastering strategic technology. For the first time, Vietnam has clearly oriented the shift from using technology to mastering core technology, prioritizing the budget for this field.
Fifth, change the direction of technology development, not only from research to application, but also from market demand to research orientation, from innovation to technology development and then to scientific research.
Sixth, bring basic research to universities. This is in line with international practice, maximizing young research resources at educational institutions.
Seventh, enterprises are the center of technology development. The State empowers and supports enterprises to invest in R&D – the center of the innovation ecosystem.
Eighth, balance between natural science and social science, ensuring technological development is associated with ethical values ​​and social progress.
9th, build a complete innovation ecosystem, from institutions, infrastructure, human resources to entities such as enterprises, institutes, schools, funds, financial institutions, intermediary organizations...
10. Comprehensive digital transformation of science and technology activities. Use the national digital platform to manage science and technology tasks, conduct post-audits, reduce administrative procedures and improve management efficiency.
According to the Minister, scientists who have made great contributions to the country and to humanity should be honored forever. The Ministry of Science and Technology will propose to the Government to build a science park - a place to place statues of outstanding scientists, as a form of preserving knowledge values ​​for future generations.
Within the framework of the event, the award ceremony of the 'Science Initiative 2025' contest took place and honored 10 scientists, organizations and businesses with outstanding scientific and technological products.
