Minister of Home Affairs Do Thanh Binh responded to a petition from voters in Quang Ngai province submitted before the 10th session of the National Assembly regarding specific and flexible mechanisms and policies to attract and utilize talented individuals.

Accordingly, voters requested the Ministry of Interior to research and advise the Government on the issuance of specific and flexible mechanisms and policies to attract and utilize talented individuals.

Simultaneously, we will cultivate and develop local human resources to meet the job requirements of state agencies in disadvantaged, mountainous, and remote areas.

This will help build a team of capable and qualified officials, civil servants, and public employees who can perform their duties well and excellently, and who are committed to the locality in the long term.

Numerous mechanisms to attract high-quality human resources and policies for talented individuals.

In response to this, Minister Do Thanh Binh stated that, in order to institutionalize the Party's policy on attracting and utilizing talented individuals in public service, the Ministry has advised the Government to submit the Law on Cadres and Civil Servants to the National Assembly for approval.

This includes provisions on mechanisms for attracting high-quality human resources and policies for talented individuals in public service.

Specifically, the regulations clearly define two aspects for attracting experts, scientists, legal professionals, outstanding entrepreneurs, excellent graduates, and other high-quality human resources to work in agencies, organizations, and units within the political system.

In addition, it is important to identify talented individuals in public service so that appropriate incentives can be provided to retain those with the necessary skills and abilities.

The regulations establish a mechanism allowing for the signing of contracts for the performance of civil servant duties in order to attract high-quality human resources to perform certain civil servant tasks, including those of leadership and management positions.

The Minister also stated that the Government and the Prime Minister have issued numerous legal documents such as Decree 179/2024, Decrees 103, 231, and 249/2025, and other decisions...

This aims to supplement and refine regulations on criteria, recruitment procedures, placement, utilization, and incentive policies for talented individuals in public service and high-quality human resources in key sectors and fields. This is especially true for leading experts in science, technology, innovation, and digital transformation, particularly strategic technologies such as artificial intelligence (AI), big data, semiconductors, and cybersecurity.

This has created a strong impetus, accelerating the process of industrialization, modernization of the country, and international integration.

Thus, the overall implementation of the policies stipulated in the aforementioned documents will ensure mechanisms and policies to attract, value, and reward talented individuals, contributing to improving the effectiveness and efficiency of the political system, especially the team of officials and civil servants at the commune level.

In implementing Conclusion 205 of the Politburo, the Minister of Information stated that in the coming period, the Ministry of Interior will continue to review, amend, and supplement relevant documents to build breakthrough and superior mechanisms and policies in the arrangement, utilization, and remuneration of cadres, civil servants, and public employees.

Policies for training and developing local human resources.

Regarding the training and development of local human resources, the Minister stated that, in accordance with the Law on Cadres and Civil Servants of 2025, the Government has issued Decrees 170 and 171/2025.

This includes regulations for the recruitment of civil servants who commit to voluntarily working for at least 5 years in areas with particularly difficult socio-economic conditions; and those who study under the scholarship program as stipulated in the Education Law, and who, after graduation, return to work in the locality that sponsored their studies.

Regulations on policies to support training and professional development for civil servants who are members of ethnic minorities.

Officials, civil servants, and public employees working in areas with particularly difficult socio-economic conditions are entitled to benefits and policies as stipulated in Decree 76/2019. These include attraction allowances; long-service allowances; initial allowances; allowances for purchasing and transporting fresh and clean water, etc.

Based on regulations and local conditions, the Provincial People's Council shall consider and decide on the implementation of specific local preferential policies (if any) to train and develop local human resources to meet the requirements of state agencies in disadvantaged, mountainous, and remote areas.

This will help build a team of capable and qualified officials, civil servants, and public employees who can perform their duties well and excellently, and who are committed to the locality in the long term.
