
Attending the meeting were Politburo member and Standing Deputy Prime Minister Nguyen Hoa Binh ; Minister and Head of the Government Office Tran Van Son, along with the Deputy Heads of the Government Office.
In his directive speech, Deputy Prime Minister Nguyen Hoa Binh assessed that the Government Office's achievements in 2025 were quite comprehensive across all aspects of its work and task groups. In addition, the patriotic emulation movements of the Government Office during the 2021-2025 period were organized practically and effectively, closely linked to political tasks, administrative reform, and improving the quality of comprehensive advisory services. Many outstanding collectives and individuals demonstrated high responsibility, discipline, creativity, and dedication, making significant contributions to the leadership, direction, and management results of the Government and the Prime Minister.
On behalf of the Government, the Prime Minister and the Standing Deputy Prime Minister commended the determination, efforts, and outstanding achievements of the collective, officials, civil servants, and employees of the Government Office over the past year and throughout the 2021-2025 period, especially in launching and effectively implementing patriotic emulation movements.
According to Deputy Prime Minister Nguyen Hoa Binh, 2026 is a year of many important events for the country, including the 14th National Congress of the Communist Party of Vietnam; the elections for the National Assembly and People's Councils at all levels; and the first year of implementing the socio-economic development plan, creating a solid foundation for the entire 5-year period from 2026 to 2030. The forecast for the international and domestic situation presents both advantages, opportunities, difficulties, and challenges. Meanwhile, the tasks of the Government and the Prime Minister are immense, involving many difficult and complex issues, and requiring the handling of many unprecedented problems. Therefore, the Government Office must innovate its thinking, change its approach, methods, perceptions, and vision, with high political determination and decisive action from the very beginning of the year.

Regarding the orientation of the Government Office's work in 2026 and the coming period, Deputy Prime Minister Nguyen Hoa Binh emphasized eight key areas that need to be focused on, including: effectively carrying out the task of building and implementing the Government's and Prime Minister's work programs; closely following the work programs of the Central Committee, the Politburo, the Secretariat, the National Assembly, and the work programs of the Government, the Prime Minister, and the Deputy Prime Ministers to regularly monitor and ensure the progress and quality of projects; further improving the quality of comprehensive advisory services, ensuring timeliness, accuracy, and proper authority to effectively serve the Government's and Prime Minister's leadership and management; and strengthening coordination between the Government Office and ministries, agencies, and localities to ensure smooth, effective, and efficient operation.
Furthermore, the Government Office needs to accelerate administrative reform associated with digital transformation, aiming towards a digital government; improve and effectively operate information systems and databases serving direction and management, ensuring interconnectedness, synchronization, safety, and security; innovate and improve the quality and effectiveness of information and communication work; build a clean, strong, and truly united Party Committee within the Government Office, enhancing the Party's fighting capacity; strengthen administrative discipline and order; and uphold individual responsibility, especially the responsibility of the head of the organization, in performing their duties.
The Deputy Prime Minister emphasized that patriotic emulation movements within the Government Office should be organized in a substantive manner, avoiding formality, and linked to key and urgent tasks. Each official and employee should uphold the spirit of exemplary conduct, integrity, and professionalism, considering work efficiency and public satisfaction as the measure of the emulation movement. The work of identifying, nurturing, and replicating advanced models should be carried out regularly and effectively, creating a widespread impact throughout the agency, and especially prioritizing direct laborers.
2025 is a particularly important year, a year of acceleration, breakthroughs, and the completion of the socio-economic development plan for the 2021-2025 period, which has marked many outstanding results in the Government's leadership and management. In this overall achievement, the Government Office continues to make a significant contribution to maintaining stability, promoting development, and creating a foundation for the new 2026-2030 period.

The report of the Government Office at the Conference, presented by Deputy Head of the Government Office Nguyen Sy Hiep, clearly stated that in 2025, the Government Office closely followed the Working Regulations and Work Program of the Central Committee, the Politburo, the Secretariat, the National Assembly, and the Standing Committee of the National Assembly to effectively advise and serve the activities of the Government and the Prime Minister.
To enhance the effectiveness of advisory services, the Government Office has proactively and effectively coordinated and collaborated with the Government, the Prime Minister, and members of the Government in leadership, direction, and management, constantly innovating in terms of methods, content, and quality; coordinating closely and comprehensively with the Central Committees, the National Assembly Office, and the Presidential Office to promptly prepare content and programs for meetings of key leaders, the Politburo, the Secretariat, the Central Committee, the National Assembly, the Standing Committee of the National Assembly, and the Standing Committee of the Government.
To ensure that policies and guidelines are implemented effectively, the Government Office has proactively advised on and organized numerous meetings, conferences, and working groups led by government leaders to monitor, inspect, and resolve difficulties and obstacles in production and business, and to promote the disbursement of public investment capital in localities.
Given the situation with numerous very strong storms, high levels of natural disaster risk, and complex developments directly affecting our country, the Government Office has advised the Government and the Prime Minister to establish forward command centers in localities to direct storm prevention and control efforts, contributing to minimizing damage to people and property.
Administrative reform and improvement of the investment and business environment continue to be promoted. The Government Office has advised on the development and promulgation of important programs and resolutions on reducing and simplifying administrative procedures, decentralization, delegation of power, implementation of the one-stop shop and integrated one-stop shop mechanisms, and improving the quality of online public services, especially in the context of reorganizing and streamlining the organizational structure and implementing the two-tiered local government model.
Information and communication work, especially policy communication, has improved in quality and timeliness, promptly reflecting to government leaders issues of public concern. At the same time, the Government Office has advised on the implementation of restructuring, streamlining, and reducing the size of the organizational apparatus and personnel in accordance with the Party and Government's policies, merging three logistics units, and reducing the number of departments/divisions/bureaus.
In response to the patriotic emulation movement for the period 2021-2025, the Government Office has had more than 900 individuals awarded the title of "Outstanding Emulation Soldier" at the grassroots level or higher; 18 collectives and more than 300 individuals have been awarded medals of various grades and certificates of merit from the Prime Minister; and 7 collectives have been awarded the Government's Emulation Flag...
