Ministry of Justice launches electronic receipt software for civil enforcement

(Chinhphu.vn) - On the morning of July 4, the Ministry of Justice officially launched the Electronic Receipt System, marking an important step forward in the application of digital technology and artificial intelligence (AI) in the field of civil judgment enforcement.

The opening ceremony of the Electronic Receipt System took place within the framework of the Ceremony to announce decisions on the organization of civil judgment enforcement system (CJES) staff of the Ministry of Justice.

The system is one of the important subsystems of the THADS Digital Platform - a centralized digital platform for leaders, THADS civil servants, people and businesses, being deployed by the THADS Management Department (Ministry of Justice).

In particular, the implementation of this system is a concrete step to implement Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Central Executive Committee, towards a streamlined apparatus that operates effectively and efficiently.

The system enables digitization and automation of the entire receipt creation process - from scanning documents, automatic information extraction using AI-OCR technology, approval using digital signature, to automatic receipt numbering and centralized storage.

Thanks to that, THADS officers can easily manage and look up on the electronic system instead of having to manually process paper records, which causes inconvenience and high error rates, with the help of AI agents. People and businesses can also look up receipt information anytime, anywhere through the electronic portal, ensuring more transparency and convenience.

With the Electronic Receipt system officially put into use nationwide since July, all payment and collection transactions are strictly controlled and reconciled on the system, ensuring compliance with the law, preventing loss and enhancing the reputation of the industry...

Deputy Minister of Justice Mai Luong Khoi emphasized that in the model of a single-level THADS agency, digital transformation plays a key role, being the foundation for promoting efficiency and transparency in the enforcement of judgments. The THADS system will be operated on the basis of a unified technology platform, with data connected throughout and electronic processes applied synchronously.

In this new model, digital transformation plays a central role, especially the implementation of the electronic receipt system - a breakthrough solution that completely replaces traditional cash collection and paper receipt issuance.

The Ministry of Justice, the THADS Management Department has coordinated with FPT Corporation to build this system with clear requirements: Receipts are created, digitally signed and issued online, sent directly to people via email or text message; data is centrally stored, allowing for accurate lookup and statistics; at the same time, improving transparency in revenue and expenditure of execution, contributing to preventing negativity and violations in financial and accounting management.

"With this solution, regardless of where people or businesses are, at any time, geographical distance is no longer a barrier to paying enforcement fees and receiving documents. This is a big step forward in the process of building an open, modern, transparent administration that better serves the people," Deputy Minister Mai Luong Khoi emphasized.

Director of the Department of THADS Management Nguyen Thang Loi said that the implementation of the Electronic Receipt System is an important step to better serve people - helping to pay money and receive execution documents anytime, anywhere, instead of the previous form of cash collection and paper receipts.

The system was designed by the Department and FPT with three main requirements: issuing electronic receipts via email and text messages; centralized storage for management and statistics; and increasing transparency in revenue and expenditure.

After operating since June 23, nearly 3,000 electronic receipts have been issued, nearly 2,000 billion VND has been submitted via digital channels, showing clear efficiency and the right direction in digital transformation of judgment execution.

Mr. Truong Gia Binh, Chairman of FPT Group, said that under the direction of the Party and the Government through the "Four Pillars", the Ministry of Justice has pioneered a plan to apply digital transformation in two urgent and breakthrough phases, and specifically, the electronic receipt system was deployed at lightning speed in just 30 days.

FPT's aspiration is to use technology to simplify public administrative procedures - the Electronic Receipt system is a typical breakthrough in the paperless direction, applying AI, providing powerful tools to work faster, more conveniently in just a few minutes, seconds and executed on a digital platform without administrative boundaries.

"This is the first step, the hinge, many challenges and important tasks ahead, we need to move towards exploiting and processing data systematically. We believe that digital technology and AI have the superior power to help the Ministry of Justice become one of the leading modern units in the world's judicial sector," said Mr. Binh.

In the coming time, the THADS digital platform, including many applications such as the Electronic Receipt system, AI-based decision support application, petition processing, public service portal connection, etc., will continue to be promoted to help comprehensively transform the management process, improve operational efficiency and improve the quality of citizen service.
