The Ministry of Culture, Sports and Tourism has issued a Plan to develop a Circular amending, supplementing, replacing, and abolishing regulations on administrative procedures related to production and business activities under the management of the Ministry of Culture, Sports and Tourism.
Accordingly, the Ministry of Culture, Sports and Tourism assigned the Legal Department to preside over and coordinate with the Ministry's Office, relevant agencies, organizations and units to develop the Circular.
Develop a Circular to promptly implement the plan and assigned tasks in the Prime Minister 's Decision and the Plan of the Ministry of Culture, Sports and Tourism.

Implementing the reduction and simplification of regulations on administrative procedures; regulations related to production and business activities to minimize intervention and eliminate administrative barriers, the "ask - give" mechanism, and the "if you can't manage, then ban" mindset. People and businesses are free to do business in industries not prohibited by law. Strongly shifting from pre-inspection to post-inspection associated with strengthening inspection and supervision; shifting the management of business conditions from licensing and certification to publishing business conditions and post-inspection, except for a few fields that are required to carry out licensing procedures according to international regulations and practices.
The content of the Circular development includes: Issuing a Circular development plan and establishing a drafting team to develop the Circular; Developing a draft Circular; Organizing meetings of the drafting team; Developing a draft Circular and organizing meetings of the drafting team to collect comments on the draft Circular; Posting the draft Circular on the Ministry's electronic information portal; Sending comments to agencies and units under the Ministry, relevant ministries, branches, localities, organizations, enterprises and associations; Organizing workshops to collect comments from relevant ministries, branches and localities (if necessary); Receiving and explaining comments; Organizing meetings of the drafting team to synthesize, receive and explain comments; Meeting of the Circular Appraisal Council; Completing the draft Circular dossier to submit to the Minister.
The Ministry of Culture, Sports and Tourism requires to specify the content of work, completion deadline and responsibilities of agencies, organizations and units under the Ministry in implementing the development of the Circular. During the drafting process, it is necessary to ensure close coordination between agencies, organizations and units, promptly urge and remove difficulties and obstacles in the drafting process.
This Decision takes effect from the date of signing. The Chief of the Ministry Office, Director of the Legal Department, Director of the Planning and Finance Department, and Heads and members of the Drafting Team according to Article 3 and relevant agencies and units are responsible for implementing this Decision./
