Typically, on August 14, Lam Dong Provincial Police held a conference to guide the overcoming and removal of existing problems and difficulties in implementing regulations on fire prevention and fighting and implementing the Law on Fire Prevention and Fighting and Rescue, decrees and circulars detailing and guiding the implementation of the Law on Fire Prevention and Fighting and Rescue.

The conference attracted the participation of more than 1,000 delegates, including: Leaders of departments, branches, local authorities, and many businesses and business establishments in the area.

Notably, 25 establishments sent documents reflecting difficulties and problems related to fire prevention and rescue work. Along with that, dozens of questions and opinions were directly raised by delegates attending the conference.

The large participation and frankness of the units in stating their difficulties shows the growing responsibility and concern of the business community and production and business establishments for fire prevention and fighting work.

Here, the Provincial Police assigned the Fire Prevention and Rescue Police Department to coordinate with the Department of Construction to establish 5 working groups to directly answer and provide detailed instructions on each outstanding content. In particular, focusing on issues related to escape routes, equipment and installation of fire prevention and fighting systems and equipment, as well as the application of new regulations and standards for works built before the current regulations took effect.

Representatives of many businesses said that renovating and adding fire protection systems requires large amounts of capital, so businesses are having difficulty overcoming the problems pointed out by authorities.

After receiving specific instructions, the participating establishments all committed to seriously overcoming existing problems, complying with legal regulations, considering this a task associated with their own reputation and safety.

Strengthen propaganda and inspection

Along with overcoming difficulties, Lam Dong Provincial Police identified propaganda and dissemination of fire prevention and fighting laws as a key task.

There are thousands of service businesses in the area; among them, restaurants, hotels, markets and shopping malls are the types that pose a high risk of fire and explosion. These are places that often gather a lot of people and contain many flammable materials. At the same time, there are characteristics of visitors or small traders who are not familiar with the terrain, so they are easily confused when an incident occurs.

“Businesses such as restaurants, hotels, markets, and shopping malls are places where people gather and have a high risk of fire. Therefore, business owners and residents must raise awareness of compliance with fire prevention and fighting laws and instructions from specialized agencies.”

Major Le Van Lo, Deputy Captain of the Fire Prevention Team, Fire Prevention and Rescue Police Department

In recent times, the police force has not only stopped at inspecting and handling violations, but also accompanied businesses, guiding solutions suitable to the characteristics of each facility and each business field.

For hotels - a popular type in Lam Dong province, the Provincial Police require the head of the establishment to strictly comply with fire safety regulations. Hotels are usually high-rise buildings with a high density of guests, but most visitors are not familiar with the fire escapes and can easily panic in case of an incident.

Therefore, facility owners must regularly train employees in fire prevention and escape skills, maintain automatic fire alarm and fire suppression systems, and organize fire suppression drills that are close to real-life situations.

For markets and shopping centers, where a huge amount of goods and many small traders are concentrated, the Provincial Police require the Market Management Board to fully comply with fire prevention regulations, strictly manage electricity and fire sources, arrange goods reasonably, and not block walkways or make fire-prevention distances ineffective.

Organizing regular fire drills, combined with propaganda for small traders, is considered an effective measure to improve situation handling skills right at the grassroots level.

The Market Management Board has issued many specialized documents based on current legal regulations on fire prevention and fighting work and the regulations and directives of the province as well as the locality.

Every year, the Market Management Board coordinates with Lam Dong Provincial Police to organize fire prevention and fighting drills and disseminate legal regulations to all traders in the market.

Every Thursday, all vehicles and machinery serving fire prevention and fighting work at Da Lat market are deployed for inspection and ready to respond when a fire occurs.

In addition to propaganda and inspection of business establishments, the Provincial Police also reminded residents, hotel guests, customers going to markets and shopping centers to proactively observe and remember the locations of fire exits, stairs and initial fire fighting equipment for use in emergency situations.

Safety not only depends on the system, equipment or authorities, but also comes from the awareness and responsibility of each individual.
