Ministry of Construction: Sets a target of 100% of online public service users being authenticated via VNeID

The Ministry of Construction has just issued Decision No. 554/QD-BXD on the Ministry of Construction's Digital Transformation Plan for 2025.

Comprehensive innovation, prioritizing digital technology application

Accordingly, the goal of the Ministry of Construction's Digital Transformation Plan for 2025 is to continue to improve the legal environment, to unify information technology application activities, develop digital government and ensure network information security of the construction industry.

Comprehensively and fundamentally innovate management work and methods of organizing and implementing activities to disseminate and educate the law to people and businesses through prioritizing the application of digital technology combined with appropriate traditional methods.

Applying digital technology in service provision, serving people and businesses; information of people and businesses has been digitized, stored, no need to be re-provided; ensuring network security, information safety; increasing online meetings, minimizing the use of paper documents.

Complete the construction of shared databases of the Ministry and specialized databases of management fields in the Construction industry, deploy digital technologies to meet the goal of data-based State management.

To achieve the goal, the Ministry of Construction has set targets to strive for in 2025, specifically: 100% of eligible administrative procedures will be provided as full-process online public services.

100% of people and businesses using online public services provided by the Ministry of Construction are identified and authenticated seamlessly through the VNeID electronic identification.

100% of administrative procedure results are issued in electronic form. 90% of people and businesses are satisfied with the administrative procedure results provided by the Ministry of Construction.

Complete the consolidation of the Ministry of Construction's reporting information system and connect it with the Government's reporting information system. 90% of work records at the Ministry of Construction are processed online (except for work records within the scope of State secrets).

100% of information systems of State agencies under the Ministry of Construction have approved levels and fully implemented information security assurance plans according to levels.

80% of cadres, civil servants and staff members who provide legal dissemination and education are trained in knowledge and skills of digital transformation in legal dissemination and education; of which at least 75% of training activities are conducted online.

Ready to quickly restore the operation of the administrative procedure handling information system and systems related to serving people and businesses when there is a problem, bringing operations back to normal within 24 hours or according to business requirements.

In addition, the Ministry of Construction requires its affiliated agencies and units to organize the implementation of assigned tasks and projects in the Plan. Coordinate with the Information Technology Center and related agencies and units to connect and communicate data to form shared data.

At the same time, based on assigned functions and tasks, proactively develop the unit's 2025 Detailed Plan; proactively arrange resources (including State budget funds and legal funding sources) to ensure the implementation of the Plan.
