LESSON 1: IDENTIFICATION AND COMBATING

Over the past five years, the implementation of Resolution No. 35-NQ/TW, dated October 22, 2018, of the Politburo (22nd term) on "Strengthening the protection of the Party's ideological foundation and combating erroneous and hostile viewpoints in the new situation" (Resolution No. 35) in Quang Nam province has yielded significant results. The identification and identification of erroneous and hostile viewpoints, as well as false information, have been effectively and proactively addressed from the provincial level down to the grassroots.

The real and the fake are mixed together.

Entering 2023, in line with the national context, Quang Nam province faced numerous difficulties and challenges in all areas.

In particular, public opinion, officials, Party members, and the people in the province are very concerned and worried about information related to the "rescue flight" during the COVID-19 pandemic or changes in key high-level leadership personnel.

In addition, at the same time, other sensitive incidents also occurred in the province, such as the "giving and receiving bribes" at the Education and Training Department of Tay Giang district; "abuse of position and power while performing official duties" at the Investment and Construction Project Management Board of Dien Ban town; and violations at the Quang Nam Vehicle Inspection Center…

Taking advantage of these events, hostile forces and political opportunists have used some social media platforms to fabricate distorted information, incite public opinion, and cause political instability and social disorder.

Against this backdrop, the Quang Nam Provincial Police continue to thoroughly and resolutely combat and handle individuals spreading fake news and misinformation on the Internet and social media. In 2024 alone, the Quang Nam Provincial Police detected and handled 48 cases of posting harmful, toxic, fake, and misinformation. Of these, 13 cases resulted in administrative fines totaling over 80 million VND; and 35 cases received warnings.

Based on the experience of Quang Nam province, according to Colonel Dinh Xuan Nghi – Head of the Internal Political Security Department (Permanent Agency of the Steering Committee 35 of the Provincial Police), individuals exploit complex and sensitive cases, loopholes and shortcomings in state management, using social media platforms like Facebook, Zalo, blogs, etc., to post and share articles distorting the Party's policies and the State's laws. Many individuals, lacking understanding, post and share unverified and false information on social media to attract and manipulate public opinion, negatively impacting security and order.

"The dissemination of harmful, distorted, and subversive information against the Party and the State, causing information chaos and blurring the lines between truth and falsehood, making it difficult for people to distinguish and determine right from wrong, has had a significant impact on the thoughts and feelings of cadres, Party members, and various segments of the population, especially the younger generation," said Colonel Dinh Xuan Nghi.

Resolutely fight against and refute

Faced with unprecedented difficulties and challenges in recent times, as the central provincial capital, the Party Committee of Tam Ky City has focused on effectively carrying out propaganda work to guide public opinion and provide current affairs information on issues of concern to cadres, Party members, and the people; effectively organizing political activities and competitions to promote the study and emulation of President Ho Chi Minh's teachings; and promoting and encouraging patriotic emulation movements in the area...

Tam Ky City Party Secretary Nguyen Thi Thu Lan shared that, with such solutions, the effectiveness of state management and the implementation of policies and laws at the local level have been enhanced. Authorities focus on resolving issues promptly and decisively, from the outset and at the grassroots level, in a way that promotes democracy and prioritizes the principle that "the people are the foundation."

“While implementing numerous urbanization projects, the Standing Committee of the Tam Ky City Party Committee has established working groups, intensified efforts to supervise and direct the progress of land clearance, and conducted on-site inspections. Along with that, they have directed the strengthening of dialogue and citizen engagement, especially in the field of land management… Thanks to this, there have been basically no mass complaints or complex cases in the area, preventing any ‘pretext’ for forces to exploit the implementation of this policy to distort and incite…” - Ms. Lan said.

Over the past period, Quang Nam has resolutely fought against and refuted malicious information, distortions, and misrepresentations of the truth that mislead public opinion in a negative direction.

Mr. Nguyen Van Thi, Deputy Head of the Propaganda, Press, and Publishing Department (Provincial Party Committee's Propaganda Department - Standing Agency of the Provincial Steering Committee 35), said that the departments advising on the protection of the Party's ideological foundation in the province have detected, combated, refuted, and neutralized hundreds of pages and personal accounts containing false and harmful information. At the same time, they have coordinated and proposed the removal of links containing false and inaccurate information about the political, economic , cultural, and social situation in the province...

Strictly punish violations.

Over the years, recognizing the importance of inspection and supervision in protecting the Party's ideological foundation, the Inspection Committees at all levels of the province have advised the Provincial Party Standing Committee and Party committees at all levels to organize the study and dissemination of resolutions, regulations, and conclusions of the Central Party Committee. At the same time, they have reviewed, amended, supplemented, and issued new regulations on Party inspection, supervision, and discipline to ensure uniformity, consistency, and strictness.

In particular, with the issuance of Resolution No. 19 dated December 17, 2021, on inspection and supervision work since the re-establishment of the province, the Provincial Party Committee has demonstrated high political determination in the work of building and rectifying the Party; fighting against corruption, waste, and negative phenomena; and preventing ideological and political degradation, "self-evolution," and "self-transformation" within the Party.

According to Mr. Nguyen Van Viet, a member of the Provincial Party Committee's Inspection Committee, in carrying out inspection and supervision tasks as stipulated in the Party Charter, Party committees and inspection committees at all levels have focused on inspecting areas prone to violations, prominent issues, and pressing concerns among the people; and inspecting cadres and Party members who show signs of negativity and ideological, political, moral, and lifestyle degradation.

Since the implementation of Resolution No. 4 of the 12th Central Committee on Party building and rectification, the Party Inspection Committees at all levels have inspected 744 Party organizations and 2,199 Party members suspected of violations. Through these inspections, the Party Inspection Committees at all levels have handled and advised competent authorities to discipline 50 Party organizations and 2,695 Party members who violated regulations; including 153 Party members showing signs of ideological and political degradation who were disciplined (92 reprimands, 19 warnings, 3 dismissals, and 4 expulsions).

"The results of disciplinary actions against violators have contributed to maintaining strict discipline within the Party, deterring, warning, and educating Party members, preventing hostile forces from exploiting and distorting the facts," Mr. Viet observed.

Summarizing the five-year implementation of Resolution No. 35 of the Politburo, the Provincial Steering Committee 35 reported that forces in the province have detected, combated, and refuted more than 485 accounts; including reporting and disabling 30 individuals and over 200 social media pages with false and harmful content. Collaborators in the province have coordinated with functional forces to attack and disable more than 245 subversive targets in cyberspace, and have collaborated in proposing the removal of 250 links containing false and misleading information…
