Accelerating digital transformation: Opening the way from a "digital society" to "digital citizens"

In recent times, the province has accelerated its digital transformation, with the percentage of people using smartphones connected to the internet steadily increasing.

A synchronized digital infrastructure lays the foundation for a "digital society" and "digital citizens".

Like many people in the commune, after being guided by Agribank Tan Lac branch staff on installing the smart digital banking application, Mr. Dong has become familiar with transferring money, paying bills, and receiving his pension through his account. The cashless payment model not only helps people in remote areas save time and travel costs but also contributes to changing traditional transaction habits.

The banking system is promoting cashless payments, contributing to socio-economic development.

Having been closely associated with the "land of the four Muong" since the early days of the province's re-establishment, Agribank Hoa Binh - now part of the Agribank Phu Tho system - has always played a leading role in rural finance. The bank has implemented comprehensive solutions to support people in obtaining ATM cards, registering for electronic banking services, and paying electricity, water, and tuition fees through their accounts. On days when pensions and allowances are paid, the branch network throughout the province operates smoothly and provides dedicated service.

Statistics show that over 80% of adults in the area have bank accounts, and 100% of budget-using units have processed personal payments through bank accounts. In the last three years, cashless payment transactions have grown by an average of 50% in volume and 20% in value; transactions via mobile phones alone have increased by as much as 70%.

The power sector is accelerating digital transformation, including the construction and operation of a centralized, automated XA monitoring center.

Digital services are spreading not only in the banking sector but also across many industries and areas of social life, gradually forming a "digital society" foundation. Mr. Xa Van Ngot from Na Muoi hamlet, Duc Nhan commune, said: Thanks to installing the VNeID application, all his personal documents are now integrated on his phone, ready for use without fear of losing them. VNeID, an application developed by the Ministry of Public Security, is becoming an effective identification and authentication tool for citizens.

According to Lieutenant Colonel Dinh Quoc Trinh, Head of the Administrative Police Department for Social Order, Provincial Police, 100% of requests for creating electronic identity accounts have been met; many essential administrative procedures have been integrated into the National Public Service Portal. This is an important step in implementing Project 06/CP, as well as promoting the application of science and technology, digital transformation, and creating a foundation for the development of a "digital society" and "digital citizens" in the locality.

Comrade Pham The Hai, Deputy Director of the Department of Science and Technology, said: After the merger of the three provinces of Hoa Binh, Vinh Phuc, and Phu Tho, the Steering Committee for Science and Technology Development, Innovation, and Digital Transformation was restructured from the provincial to the commune and ward levels. The Provincial People's Committee issued decisions to concretize the policy, assign tasks, and designate the Department of Science and Technology as the permanent agency.

Healthcare workers, in coordination with the Mường Thàng commune police, guided residents on how to log in and access health insurance services through the VNeID application.

According to the monitoring results of Resolution No. 57-NQ/TW, Phu Tho ranked 5th out of 34 provinces and cities in the percentage of communes achieving the "green" status in digital transformation, with 130 out of 148 communes and wards meeting the requirements, accounting for 87.83%. The province currently has more than 10,200 BTS stations, providing 3G and 4G coverage throughout the area, and 170 commercial 5G stations. The provincial Data Center has been invested in comprehensively, ensuring information security. 100% of agencies and units from the provincial to the commune level have computers, LAN networks, and dedicated data transmission lines. This has contributed to the spread of digital transformation to every sector. Specifically, in the healthcare sector, 100% of medical facilities accept electronic payments, implement health insurance examinations using chip-embedded citizen IDs/VNeID, establish interconnected electronic health records, and utilize online medical consultation applications. In the education sector, 100% of urban educational institutions collect tuition fees through banks, implement school management software, digital student records, and apply information technology in teaching and learning.

In agriculture, an increasing number of farms are applying automated feeding and watering systems, surveillance cameras, and product traceability labels. The construction sector has completed its database of construction professional competency, regularly updating it on the national system. The province has launched the "Innovation, Digital Transformation, and Digital Literacy" movement, reaching all levels of society and becoming a nationwide movement. Numerous training courses on digital skills, cybersecurity, and AI applications have been opened for officials, teachers, and citizens.

All services are becoming increasingly accessible and convenient. This achievement is not only due to infrastructure and technology, but also to the political determination and concerted efforts of the entire political system, from the provincial level to local areas. In particular, the determination to gradually transform every citizen into a "digital citizen," every village into a "digital community," moving towards a modern "digital society" closely linked to socio-economic development, and making "digital transformation" a driving force for growth... is the overarching goal in the province's new era.
