Although it has been implemented for many years, Trang E industrial clusters still have many problems that need to be resolved. Investors hope that the authorities will soon resolve the difficulties so that attracting investment to Trang E industrial clusters can be highly effective.
There are still difficulties and problems
According to the report of Khatoco Real Estate Investment and Trading One Member Co., Ltd., in recent times, with the attention and facilitation of the Provincial People's Committee, relevant departments and branches as well as local authorities, Trang E Industrial Parks have been gradually completed, attracting many investors interested in and leasing land in the Industrial Parks. Up to now, the investor has basically completed the construction and filling of Trang E 1 Industrial Park; and is continuing to implement the Trang E 2 Industrial Park Project. It is expected that in 2023, Khatoco Real Estate Investment and Trading One Member Co., Ltd. will focus on compensation and site clearance for the entire Trang E 2 Industrial Park and invest in synchronous infrastructure on the land allocated in phase 1, creating a commercial land fund of about 10 hectares; striving to call for secondary investors to lease vacant land lots in the Industrial Parks during the year.

However, besides the advantages, there are still many difficulties. At Trang E 2 Industrial Park, in the first compensation and clearance round, 26 cases received compensation, but 1 case has not received the money. In the second compensation and clearance round (19.53ha), 27/30 cases (17.1ha/19.53ha) have been inventoried for compensation volume, but 3 cases did not cooperate so the inventory could not be done. At the end of 2022, Cam Lam District People's Committee approved the compensation plan for 14/27 inventoried cases, but so far, only 3 cases have received money. Notably, at Trang E 2 Industrial Park, a secondary investor registered to lease 3ha, but currently, more than 500m2 cannot be handed over to investors due to compensation and clearance issues.
In addition, to meet the needs of investment in production and business, many secondary investors have the need to lease land from 2 or more adjacent lots (with the same land use purpose). However, according to current regulations, the issuance of land use right certificates is only carried out for each lot according to the approved planning. Therefore, when leasing many adjacent lots of land, secondary investors cannot combine lots to build works to meet the production scale, nor can they carry out procedures to register for ownership of assets and works after construction is completed.

Mr. Phan Hoai Phuong - Chairman of Khatoco Real Estate Investment and Trading One Member Co., Ltd. said that the company proposed that the Provincial People's Committee soon direct the Cam Lam District People's Committee and related units to complete the procedures according to regulations to enforce cases that have not yet handed over the site when the State has fully implemented the procedures according to regulations; Cam Lam District People's Committee soon approve the compensation, support and resettlement plan for cases that have counted the second round of compensation volume at Trang E 2 Industrial Park and direct related departments and units to complete the procedures for counting the compensation volume of 3 uncooperative cases.
Regarding land leasing, to ensure legal rights and create favorable conditions for secondary investors when leasing many adjacent plots of land in Trang E Industrial Park, the company also proposed that the Provincial People's Committee consider and allow secondary investors to sublease land in the Industrial Park to combine plots when leasing many adjacent plots of land with the same purpose of use.
Mr. Phan Hoai Phuong said that currently, the investor is coordinating with Cam Lam district to implement compensation and site clearance for the entire remaining area of Trang E 2 Industrial Park. However, due to difficulties in site clearance and compensation, it is not possible to clear the entire project at once. Through working with the Department of Natural Resources and Environment, the department is currently refusing to process land lease applications for investment projects that have not completed the recovery, compensation, support and resettlement for the entire area of the project. If so, the investor will not be allocated land in parts according to the compensation, support and resettlement schedule. This directly affects the progress of infrastructure construction of Trang E 2 Industrial Park and will not be able to attract secondary investors, as well as not being able to allocate land to investors who have leased it, reducing investment efficiency. “The company hopes that the Provincial People's Committee will pay attention and direct the Department of Natural Resources and Environment and related sectors to consider and resolve to allow Trang E Industrial Parks to carry out procedures for leasing land in parts according to the land recovery progress of the project. Thereby, creating conditions for investors to proactively deploy technical infrastructure investment of the Industrial Park as well as calling for secondary investors to enter the Industrial Parks,” Mr. Phuong expressed.
