The project of investing in infrastructure for resettlement areas and clearing land in the central area of Pham Ngu Lao ward, Hai Duong city - Area 1 has a total investment of nearly 543 billion VND. Currently, the city has basically completed phase 1 including technical infrastructure for the resettlement area and Hoa Su Kindergarten; developed a compensation plan for Hai Duong Porcelain Joint Stock Company and organized phase 2 of site clearance for residential land areas of households. It is expected that before August 30, Hai Duong city will complete phase 1 and move to phase 2, which is clearing land for households and investing in infrastructure construction of intersections connecting traffic with Tue Tinh, Hao Thanh, Dien Bien Phu streets. On that basis, propose an investment policy to implement the project of building the central urban area of Pham Ngu Lao ward - Area I in the form of auctioning land use rights to select investors.
Regarding the Project to invest in the construction of internal roads and clearance of the central urban area of Hai Duong City - Area 2 (Hoa Hong Hotel and General Department Store area), the city has conducted a survey of the current status of the works on the land, is implementing site clearance work, and is expected to complete site clearance before December 31, 2024. The problem with the project is that the site clearance cost will change when the 2024 Land Law takes effect from August 1. The project aims to create a clean land fund to auction land use rights and assets on the land to select investors to build a commercial service area. According to the plan, this area will have a building height of 9-15 floors and residential land including apartments, social housing combined with green space, water surface, etc.
The project to invest in the construction of Nguyen Trai Street expansion and the clearance of the central urban area of Hai Duong City - Area 1 is expected to complete the detailed construction planning before October 1, 2024. The total investment of the project is about 440 billion VND. According to the plan, the city will hand over the construction site before June 30, 2025.
The project to build a cultural house in residential area No. 9 and clear the site for the Ngo Quyen mixed-use high-rise housing project (Thanh Binh ward) is expected to complete site clearance before December 31, 2024. After having a clean site, the land use rights will be auctioned and an investor will be selected to implement the mixed-use high-rise housing area. The construction land area has an area of over 19,400 m2 to build a 32-storey mixed-use building (excluding the basement) with the functions of housing combined with commercial, office and public service floors; low-rise housing area with 25 adjacent residential lots. This area also builds a cultural house to serve the needs of residents in area 9, Thanh Binh ward.
