Conference to study, learn, disseminate and implement newly issued directives and regulations of the Central and the province (phase II/2024).
Closely following the direction of the Central and the province, the Provincial Party Committee's Propaganda and Mass Mobilization Commission has proactively advised and implemented many important contents, typically: Advising on the issuance of Directive No. 35-CT/TU, dated July 18, 2024 of the Provincial Party Committee Standing Committee on strengthening discipline, administrative discipline, public ethics and office culture in Cao Bang province and Instructions on implementing Directive No. 35-CT/TU, dated July 18, 2024 of the Provincial Party Committee Standing Committee; Plan No. 362-KH/TU, dated August 28, 2024 of the Provincial Party Committee on disseminating, popularizing and organizing the implementation of Regulation No. 144-QD/TW, dated May 9, 2024 of the Politburo on revolutionary ethical standards of cadres and party members in the new period. Advised on organizing the Conference to study, disseminate, propagate and implement newly issued directives, conclusions and regulations of the Central and the province (phase II/2024) in the form of direct and online combination at 176 points with 4,828 delegates attending. The Conference focused on disseminating, propagating and implementing Regulation No. 144-QD/TW, dated May 9, 2024 of the Politburo and Directive No. 35-CT/TU, dated July 18, 2024 of the Provincial Party Committee Standing Committee, demonstrating the spirit of seriousness, innovation and widespread dissemination of the movement to build office culture throughout the entire political system.
The Provincial Party Committee's Propaganda and Mass Mobilization Commission has linked the movement with the implementation of Conclusion No. 01-KL/TW, dated May 18, 2021 of the Politburo on continuing to implement Directive No. 05-CT/TW on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle. The Commission has proactively advised the Provincial Party Committee to direct, organize dissemination, study and concretize the implementation of Conclusion No. 01-KL/TW, dated May 18, 2021 of the Politburo in the province; Advise on the issuance of the Plan to implement Conclusion No. 01-KL/TW, dated May 18, 2021 of the Politburo annually, concretizing the theme of the entire term of the 13th National Party Congress - the theme of 2021: "Studying and following Ho Chi Minh's ideology, morality, and style on self-reliance and aspiration to develop a prosperous and happy country" associated with the implementation of the Resolution of the 13th National Party Congress, the Resolution of the 19th Cao Bang Provincial Party Congress, term 2020 - 2025 by determining the system of content of the study theme each year for the whole period. The unit has presided over the research, compilation and publication of 05 specialized documents on studying and following Ho Chi Minh's ideology, morality and style, of which the 2024 specialized topic is "Studying and following Ho Chi Minh's ideology, morality and style on practicing democracy in the Party, strengthening the rule of law, ensuring social discipline"; successfully organized 04 Contests on studying and following Ho Chi Minh's ideology, morality and style every year in the province, attracting more than 100,000 entries from cadres, party members and people to participate, creating a spread of propaganda and political and ideological education work. In particular, an officer of the Board was honored to receive a Certificate of Merit from the Head of the Central Propaganda and Mass Mobilization Committee for his outstanding achievements in implementing Conclusion No. 01-KL/TW.
The Committee has directed press agencies in the province to focus on disseminating the content and implementation of Directive No. 35-CT/TU, dated July 18, 2024 of the Provincial Party Committee Standing Committee on strengthening discipline, administrative discipline, public ethics and office culture in Cao Bang province; disseminating good models, practices, and good examples of spirit, service attitude, and responsibility in performing tasks and public duties of cadres, party members, civil servants, and public employees in the province; disseminating measures to rectify and strengthen discipline, administrative discipline, and public service culture in the province in conjunction with setting examples of good people and good deeds in the province.
In particular, the Provincial Party Committee's Propaganda and Mass Mobilization Commission has issued a Plan to concretize the Emulation Movement in accordance with the functions, tasks and actual situation of the unit; issued the Working Regulations of the Provincial Party Committee's Propaganda and Mass Mobilization Commission (Decision No. 18-QD/BTGDVTU, dated February 18, 2025) and Regulation No. 59-QD/BTGDVTU, dated April 28, 2025 on revolutionary ethical standards, working style, exemplary responsibility of leaders, cadres, party members, civil servants and employees of the Provincial Party Committee's Propaganda and Mass Mobilization Commission in the new period; organized the dissemination and popularization of related documents to all cadres, civil servants and employees at agency meetings and party cell activities; publicly posted at the workplace for everyone to implement.
The unit practices thrift, combats waste, and resolutely prevents and combats corruption; at the same time, strengthens administrative reform, innovation, and digital transformation in the fields of propaganda and mass mobilization work. The Board has developed and issued the Procedure for handling professional records and related administrative procedures of the Provincial Party Committee's Propaganda and Mass Mobilization Department, the Plan for implementing the Administrative Reform Project for the period 2023 - 2025 and annually, the Plan for developing science , technology, innovation and digital transformation for the period 2025 - 2028, implementing the movements: "The whole country competes in innovation and digital transformation" and "Digital education for the masses" for the period 2025 - 2030. The use of digital signatures, iOffice document management and operation software, software for analyzing data of public opinion surveys and organizing 05 online quizzes has demonstrated the spirit of proactively applying technology, towards a modern and professional administration.

The Board always focuses on building a civilized, modern, green, clean and beautiful working environment in accordance with the Party's regulations and the Office Culture Regulations; every year it achieves the title of Cultural Agency and Safety Agency in terms of security and order. The "Green Office" model is effectively maintained, each cadre and civil servant has at least 01 green tree on their desk, both creating aesthetics and raising awareness of environmental protection. Sports, cultural and artistic activities, exchanges, and incense offerings at historical and revolutionary relics (Hoang Dinh Giong, Nam Lin relic site...) are organized regularly, creating a united and exciting atmosphere, contributing to fostering patriotism and responsibility for work.

Regularly urge, inspect, periodically evaluate the implementation results and promptly reward collectives and individuals with outstanding achievements in the emulation movement with appropriate forms. At the 1st Conference of advanced models of the Provincial Party Committee's Propaganda and Mass Mobilization Commission, period 2025 - 2030, 04 individuals were awarded Certificates of Merit by the Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission for their outstanding achievements in the emulation movement "Cadres, civil servants, and public employees compete to implement office culture" period 2019 - 2025; At the same time, 01 individual was awarded a Certificate of Merit by the Chairman of the Provincial People's Committee for his outstanding achievements in implementing the emulation movement "Cadres, civil servants, and public employees compete to implement office culture" for the period 2019 - 2025". The above results have affirmed that the emulation movement not only contributes to building a team of cadres, civil servants, and employees of the Board with strong political will, pure moral qualities, and professional style, but also is a driving force to effectively carry out the assigned propaganda and mass mobilization tasks, actively contributing to the socio-economic development and ensuring national defense and security of Cao Bang province.
