Ways to arrange and combine rooms

(NLDO) - Quang Binh province is implementing a restructuring and streamlining of the district-level administrative apparatus, merging many departments to ensure operational efficiency.

The Quang Binh Provincial Party Committee has just issued a conclusion on the implementation of restructuring and streamlining the political system's organizational apparatus for specialized agencies and public service units under the People's Committees of districts, towns, and cities.

Accordingly, specialized departments such as the Department of Justice, the Department of Finance and Planning, the District Inspectorate, and the Office of the District People's Council and People's Committee will be maintained. Other specialized departments will be reorganized in a manner similar to the arrangement of provincial-level departments and agencies.

The Department of Labour, War Invalids and Social Affairs will be merged with the Department of Internal Affairs to form the Department of Internal Affairs and Labour. This department will take over the functions and responsibilities related to internal affairs, labour, wages, employment, war invalids, occupational safety, social insurance, and gender equality from the current Department of Labour, War Invalids and Social Affairs.

For districts without an Ethnic Affairs Department, the function of advising on ethnic affairs will be transferred to the Department of Internal Affairs and Labor, in order to ensure a unified point of contact for advising on state management of ethnic groups, religions, and poverty reduction.

The Department of Economy , Infrastructure and Urban Development is established by merging the functions and tasks of advising on state management in construction, transportation, and industry and trade from the existing departments: the Department of Economy and the Department of Urban Management (at the town and city level), and the Department of Economy and Infrastructure (at the district level).

The Department of Culture, Science and Information was established by taking over the functions and tasks of the Department of Culture and Information and the functions and tasks related to science and technology from the Department of Economy (at the town/city level) and the Department of Economy and Infrastructure (at the district level) currently operating within the district.

The Department of Agriculture and Environment will be established by merging the functions and tasks of the Department of Natural Resources and Environment, the Department of Agriculture and Rural Development (at the district level), and agricultural-related functions from the Department of Economy (at the town and city level).

In addition, the Health Department will take over the functions of advising on state management of social welfare, children, and prevention of social evils from the Department of Labor, War Invalids and Social Affairs; the Education and Training Department will take over the functions and tasks of vocational education from the Department of Labor, War Invalids and Social Affairs. The Ethnic and Religious Affairs Departments in Le Thuy, Bo Trach, and Minh Hoa districts will be renamed from the Ethnic Affairs Department after taking over the functions of advising on state management of religion from the Department of Internal Affairs and poverty reduction from the Department of Labor, War Invalids and Social Affairs.

In addition, district-level health centers will be transferred from the Department of Health to the management of the district-level People's Committee.

Regarding this matter, Quang Binh Provincial Party Secretary Le Ngoc Quang emphasized the need to strictly implement the Central Government's policies, regulations, and guidelines on organizational restructuring, ensuring uniformity from the central to local levels, and adhering closely to the set plan and schedule.
