Right from the beginning of 2025, the Department of Industry and Trade issued Plan 350/KH-SCT dated February 12, 2025, which clearly identified the key administrative reform contents, in line with the orientation and direction of the Central Government, the province and practical requirements at the grassroots level. In particular, the Department of Industry and Trade has integrated the administrative reform propaganda contents with the dissemination of the province's annual working theme "Breakthrough in economic development, creating momentum for the new term" such as: PAR Index, PCI, SIPAS, PAPI, DDCI, DTI, PGI; new policies and guidelines of the Government, the province... The propaganda contents are deployed synchronously on many channels such as: Quang Ninh Newspaper, Electronic Information Portal, Provincial Public Administration Service Center, conferences, thematic activities... to help cadres, civil servants, people, and businesses easily access and participate.
The Department also focuses on applying information technology, digitizing administrative procedures, developing digital government and online public services. Thereby, guiding and supporting people and businesses to use high-level public services, online payments, public postal services and the electronic ISO 9001:2015 system, gradually modernizing the administrative system of the Industry and Trade sector. The Department maintains staff working regularly at the Provincial Public Administration Service Center, ensuring quick reception and processing of documents in accordance with regulations. During the reporting period, the Department did not record any complaints or recommendations related to administrative procedures, demonstrating consensus and satisfaction from people and businesses.
Mr. Do Trung Hieu, an employee of the Import-Export Department, MOKA Vietnam Technology Co., Ltd., said: Our company often has to carry out administrative procedures related to the commercial sector under the management authority of the Ministry of Industry and Trade, such as: Business commercial procedures, adjusting business licenses for foreign-invested economic organizations... Compared to before, now all procedures have been digitized and implemented online, helping businesses save a lot of time and costs. The procedures have also been simplified, significantly shortening the processing time. During the implementation process, the staff receiving and processing the documents always provide timely support, enthusiastic guidance, and a friendly and professional working attitude. We appreciate the administrative reform efforts of the Department of Industry and Trade in the past time. Enterprises hope that the Department will continue to promote and reform procedures more strongly to create more convenience for businesses.
Since the beginning of the year, the Department has advised on the issuance of 5 decisions to promulgate, amend, supplement or abolish administrative procedures that are no longer appropriate. In particular, closely following Resolution 04/NQ-CP of the Government and Plan 220/KH-UBND of the province, the Department of Industry and Trade has issued Plan 2952/KH-SCT on the implementation of decentralization and authorization of state management in the fields of the Industry and Trade sector. Specialized departments are clearly assigned, proactively advising the Provincial People's Committee to issue appropriate decentralization documents, creating favorable conditions for people and businesses in accessing public services.
The Department has also advised the Provincial People's Committee to authorize 57/89 tasks under the authority of the Provincial People's Committee, including: 44 tasks to perform 131 administrative procedures and 13 tasks that do not generate administrative procedures; announced 279 administrative procedures performed at 2 levels, including provincial level: 261 administrative procedures, in 25 fields; commune level: 18 administrative procedures, in 6 fields. The Department has also reduced the processing time of 261 provincial-level administrative procedures from 3,712 days as prescribed to 2,364 days, a reduction of 1,348 days, a reduction of 36.3% compared to the regulations. In the first 6 months of the year, the Department of Industry and Trade received and processed 1,399 records, reaching a rate of 100%. From July 1-21, 2025 alone, the Department received 114 administrative procedures, resolved 108 procedures, 6 procedures are within the settlement period, reaching a rate of over 94%.
Promoting the achieved results, in the coming time, the Department of Industry and Trade determines to continue promoting administrative reform in a practical and effective direction, taking people and businesses as the center of service. In particular, it will focus on synchronously implementing programs and plans of the Central and the province on administrative reform, improving the investment environment, enhancing competitiveness; strengthening propaganda, raising awareness and responsibility of cadres, civil servants and public employees; promoting political education, public ethics, improving professional capacity; reviewing, updating and simplifying administrative procedures; effectively deploying online public services throughout the process for 100% of administrative procedures under its authority... Thereby, improving service quality, creating maximum convenience for people and businesses, contributing to promoting the socio-economic development of the province.
