Population collaborators of Ta Leng Lao Chai village (Ta Leng commune) propagate population policy to villagers.
Giving birth enough - raising well - living healthy is the message that is spreading strongly in every village and every family in the province thanks to the practical effectiveness of Resolution No. 40/NQ-HDND. The Resolution clearly stipulates support levels, specifically from 2 million VND to 10 million VND for villages and communes that meet the criteria of not having a third child for many consecutive years. One-time cash support for people of childbearing age who have given birth to the required number of children and voluntarily use long-term contraception, is supported from 300,000 VND/person to 1.2 million VND/person. Along with that, village health workers propagate and mobilize people to implement population policy well. In the year when no one gives birth in violation of population policy, villages are supported with 2.4 million VND/person/year.
That population policy is no longer a dry slogan, it has been and is entering life through concrete actions. In Tan Uyen commune, the "talking" numbers are clearly reflecting the effectiveness of the new population policy. In recent years, the third child birth rate in the commune has continuously decreased. In 2024, the commune has 8 residential groups and villages with no third child births, typically residential group 17, residential group 2... There were 41 cases supported with IUD placement, 2 cases supported with sterilization and 8 village health workers were commended for support according to Resolution No. 40/NQ-HDND.
Ms. Tran Thi Hoan - Head of Tan Uyen Commune Health Station said: "Previously, communication work to help people understand and implement population policies encountered many difficulties. Since Resolution No. 40/NQ-HDND was issued, specific and clear support policies have created great motivation for both local health workers and beneficiaries. This means that the policy has penetrated deeply into people's lives, and the effectiveness of implementation has become clearer."
With achievements in mobilizing people to implement population policies well, in 2024, Ms. Trinh Thi Huong (population collaborator of residential group No. 2, Tan Uyen commune) was awarded. “Resolution No. 40/NQ-HDND helps villagers change their thinking about having children. They clearly see that having fewer children helps them raise them better, have time to do business , and at the same time improve their health. Therefore, we focus on implementing family planning measures,” Ms. Huong shared.
From the positive impact of Resolution No. 40/NQ-HDND, population work in the province has made significant progress. The rate of people using safe contraceptive methods has increased. The rate of giving birth to a third child has decreased significantly. In 2023 and 2024, the whole province has 187 residential groups and villages with no one giving birth to a third child; the whole province has spent over 1.3 billion VND to support individuals to effectively implement the population policy according to Resolution No. 40/NQ-HDND. In particular, supporting women of childbearing age who have given birth to the required number of children, voluntarily using long-term contraceptive methods such as: placing intrauterine devices for 2,667 people, implanting contraceptives for 109 people, sterilizing 36 people; supporting 187 village health workers and population collaborators.
According to statistics, the total population of the province is currently over 504,000 people. In the period 2020 - 2024, the total fertility rate (average number of children per woman) decreased from 2.63 children in 2020 to 2.49 children in 2024, and is expected to be 2.39 children in 2025. This is an important result, showing the clear effectiveness of propaganda, mobilization and incentive policies from Resolution No. 40/NQ-HDND.
Mr. Hoang Hai Hung - Head of the Provincial Population Department affirmed: “Resolution No. 40/NQ-HDND is not only a legal regulation, but also a real policy push, creating a strong motivation for all levels, sectors and people to join in. By promptly recognizing efforts from the grassroots, the resolution contributes significantly to improving and enhancing population quality, gradually changing awareness in ethnic minority areas, reducing the burden on the health and education budget in the future”.
From lowland to highland areas, the emulation movements “Villages without third child births” and “Families with two children, good care” are spreading strongly. Small group communication models, thematic talks, community communication… have been effective, helping people gradually change their awareness, build prosperous and happy families, towards the goal of a stable and quality population, for sustainable development.
