(NLĐO) - The Prime Minister has requested the implementation of civilized, safe, and economical practices during the 2025 spring festivals.
In Official Dispatch No. 09 dated February 3rd regarding the organization of festivals after the Lunar New Year of the Year of the Snake and the Spring Festival in 2025, the Prime Minister requested the Minister of Culture, Sports and Tourism to preside over and coordinate with ministries, agencies and localities to strictly implement regulations on the management and organization of festivals.

Furthermore, it is necessary to strengthen propaganda and mobilization efforts to raise awareness and responsibility among all levels, sectors, localities, the people, and tourists , especially among officials, civil servants, and Party members, to strictly comply with legal regulations on organizing and participating in festivals. Absolutely no organizing or participating in festivals indiscriminately and wastefully; especially those used for superstitious activities or other harmful purposes.
Government leaders have requested strengthened inspection, examination, and supervision to promptly prevent and strictly handle violations in festival activities aimed at profiteering and negative impacts, especially in localities where many festivals take place and attract large numbers of people.
Regarding the Minister of Home Affairs, Prime Minister Pham Minh Chinh requested coordination with ministries, agencies, and localities to strengthen efforts in monitoring the situation, disseminating information, mobilizing support, and guiding religious organizations, places of worship, officials, civil servants, employees, and Party members to effectively implement legal regulations and organize religious activities, especially during the Spring Festival in 2025.
The Minister of Public Security is requested to strengthen the direction of intelligence gathering, ensuring security, social order and safety, fire prevention, and combating social evils at religious establishments and festival venues.
The Prime Minister also instructed the Chairmen of the People's Committees of provinces and cities to require businesses and service establishments to publicly display and sell at the listed prices, to refrain from soliciting or pressuring tourists to buy goods at tourist destinations and festivals, to ensure the quality of goods and services, and to strictly handle acts of exploiting historical sites, festivals, and religious beliefs for profit, superstitious activities, gambling, etc.
At the same time, it is necessary to thoroughly instruct and direct all agencies, organizations, units, and all cadres, civil servants, and employees to strictly implement regulations and guidelines on organizing and participating in festival activities; ensuring safety, environmental protection, food safety and hygiene, practicing thrift, combating waste, and upholding the exemplary spirit of cadres, civil servants, and Party members.
The Prime Minister requested that officials, civil servants, and employees in the system of state administrative agencies and related agencies and organizations strictly adhere to administrative discipline and labor discipline, and refrain from organizing spring outings or New Year greetings during working hours, as this affects the time and progress of work, especially for the local people.
"Absolutely no attending festivals during working hours, no using official vehicles to attend festivals except in cases of performing official duties; no using state budget, public vehicles, or public assets illegally for festival activities. Leaders of ministries, agencies, and localities are not allowed to attend festivals unless assigned by competent authorities," the official dispatch stated.
According to the directive, businesses, service establishments, and individual business owners must ensure full compliance with food safety and hygiene regulations, security and safety standards, and fire prevention measures for the public and tourists attending festivals and related activities. Functional forces will arrange traffic flow, ensure security, safety, and traffic order in the area and during the festivals and related activities.
The Prime Minister urged all segments of the population, especially officials and Party members, to participate in monitoring and urging the implementation of policies and to promptly report to the nearest government agencies and the press any activities by individuals or groups that violate Party and State regulations, so that they can be dealt with promptly and effectively.
The Prime Minister requested the Chairman of the Central Committee of the Vietnam Fatherland Front and the heads of central agencies; political and social organizations to actively participate in disseminating information and mobilizing support for the implementation of a cultured, civilized, safe, healthy, economical, and pure lifestyle in religious activities and festivals, especially among cadres, civil servants, employees, and Party members.
