Concerns about overload and delays in handling administrative procedures at newly populated commune and ward authorities have been resolved thanks to the grassroots government apparatus implementing many flexible and effective solutions to meet practical needs in the locality.
Since July 1, Duc Pho Ward Public Administration Service Center has fully deployed staff to perform professional tasks and handle administrative records and procedures for people. The Center has also increased staff to support people in checking records, providing forms, guiding procedures and coordinating to the right working location. Officials, civil servants and volunteers are always ready to guide, especially when operating on the National Public Service Portal.
“Before, I was worried about implementing a two-level government, but now I see that the officials are handling things very well. I am very satisfied because the officials here are enthusiastic and very good.”
Ms. Le Thi Nha, Duc Pho ward, Quang Ngai province, commented that today she completed the procedures to separate the land plot for her child. She saw that the officials from the top to the bottom welcomed the people warmly, sweetly, did a very good job and did not cause any trouble for the people.
Duc Pho Ward has invested in a synchronous modern network system. The Center has also reviewed and simplified the process, arranged waiting chairs, and increased human resources at peak times to make it most convenient for people to transact. All processes, processing times, fees, and charges are clearly listed at the headquarters and on the local website. The staff directly receiving the documents also changed their working mindset, from "management" to "service". Since July 1, the Center has processed 2,100 documents, of which more than 98% were processed on time and before the deadline, clearly demonstrating efficiency and transparency in the work.

Mr. Sang added that recently, specialized departments have made efforts to support people in handling administrative procedures, ensuring speed and convenience.
If in the past, the process of handling administrative procedures for people was sometimes cumbersome, with complicated paperwork, now many people have become accustomed to the image of officials welcoming them warmly, giving them enthusiastic guidance, and quickly resolving their work. This is not only a change in organizational model, but also a change in thinking and service culture, creating the premise for building a modern, professional government, serving the people.
