The Ho Chi Minh City Ring Road 3 project, specifically the section passing through the communes of Vinh Loc, Tan Vinh Loc, and Binh Loi, spans nearly 18 km. This is a crucial segment of the key project in the Southeast region, and construction is currently being accelerated to meet the target of opening to traffic on June 30th.

Ho Chi Minh City's Ring Road 3 is a key project in the Southeast region, spanning over 76 km and with a total investment of approximately 75,000 billion VND.

Scope and details of tender packages XL8 and XL9

The section of Ring Road 3 passing through Ho Chi Minh City is over 47 km long, divided into 14 bidding packages. According to the Ho Chi Minh City Project Management Board for Investment and Construction of Transportation Works, the section passing through the three communes of Vinh Loc, Tan Vinh Loc, and Binh Loi is part of component project 1, mainly belonging to bidding packages XL8 and XL9. Specifically, bidding package XL8 is nearly 9 km long, connecting from National Highway 22 to Pham Van Hai commune.

Component project 1 is 47.3 km long, of which the section passing through the former Cu Chi - Hoc Mon - Binh Chanh area is 32.6 km long.

Notably, package XL9 is the main package passing through three communes: Vinh Loc, Tan Vinh Loc, and Binh Loi (from Km69+978 to Km78+100). This package is being implemented by a consortium led by VNCN E&C Investment, Construction and Engineering Joint Stock Company, with a contract value of approximately VND 2,258 billion.

The route is designed to meet the standards of a Class 100 expressway. In the initial phase, the project is divided into investment stages with a scale of 4 express lanes, accompanied by two parallel roads on each side with 2 to 3 lanes. The total investment for component project 1 is approximately VND 22,412 billion, while component project 2 (land acquisition) accounts for VND 18,975 billion for an area of ​​410 hectares.

Challenges related to materials and weak soil treatment.

The demand for materials for component project 1 is very high, estimated at approximately 2.5 million cubic meters of stone. Currently, about 1.2 million cubic meters (47%) have been transported to the construction site. The construction units need an additional 1.3 million cubic meters of stone, with the Cu Chi - Hoc Mon - Binh Chanh section alone requiring 150,000 cubic meters from now until the end of 2025 to ensure progress. Currently, construction output in this area has reached 60% of the contract value.

Technically, this section of the route includes six main bridges: Canal 6 Bridge, Canal 4 Bridge, Canal 2 Bridge, the Inter-Regional Canal overpass, and the overpass at the Provincial Road 10 intersection. The Provincial Road 10 intersection is designed as a Trumpet with one main route, five ramps, and two permanent overpasses.

Another major challenge is dealing with weak soil. Of the total 32.6 km of the western route, as many as 28.5 km require weak soil treatment. To date, more than 22 km have been treated. The units are accelerating the removal of load and the construction of the crushed stone base to complete the entire volume by April, ensuring the goal of opening the road to traffic by the end of June.

In the Thu Duc City area, 5 main construction packages have reached 78% completion, with the elevated bridge section alone exceeding 87%. After the technical opening of the 14.7 km section at the end of 2025, contractors are focusing on completing traffic safety, noise reduction, and lighting systems in the first quarter of 2026.

It is expected that by June 30, 2026, the entire 76.34 km of the Ho Chi Minh City Ring Road 3 project will be officially completed, creating a continuous transportation corridor connecting key localities. Simultaneously, provinces in the Southeast region are also preparing to implement the Ring Road 4 project in 2026.
