The construction of the Identity Law project aims to: serve to settle administrative procedures and provide online public services; social economic development; building digital citizenship; complete the ecosystem for connecting, exploiting, supplementing and enriching population data; serving the direction and administration of leaders at all levels.
In order to concretize the above-mentioned policies in the draft Law to be complete, coherent, to ensure its comprehensiveness and suitable with the scope of regulation and application of the Law, the Government has adjusted the name of the project. from the “Law on Citizens Identity (amended)” to “Law on Identity”.
In terms of layout, the draft Law on Identity consists of 7 chapters and 46 articles, of which, 39/39 articles are revised and 7 new articles are added compared to the 2014 Citizen Identity Law.
Regarding the content shown on the identity card, the draft Law amending and supplementing in the direction of removing fingerprints; amending regulations on information on identification card number, the words "citizen identity", hometown, place of permanent residence, signature of the card issuer into a personal identification number, the words "identity card", where registration of birth, place of residence…
The above changes and improvements to make it more convenient for people in the process of using identity cards, limit the need to issue and change identity cards and ensure people's privacy;
The basic identity information of citizens will be stored, exploited and used through electronic chips on the identity cards. The issued citizen identification cards are still valid for use and are not affected by this regulation.
Regarding people who are granted identity cards, the draft Law supplements regulations on management and issuance of identity cards to people under 14 years of age and issuance of identity certificates to people of Vietnamese origin in order to ensure the legitimate rights and interests of people under the age of XNUMX. them and serve the state management; promote the value and utility of the identity card in the operation of the digital government and digital society.
However, the issuance of cards to people under 14 years old will be done on demand, and for people aged 14 and over, it is mandatory.
Currently, the Ministry of Public Security has issued nearly 80 million citizen identification cards to people who are eligible for cards, so the regulation of the expiry date of the identity card's validity basically does not affect people;
This regulation will limit the continued use of old identity cards, which are not as secure as ID cards and do not have many utilities; encourage people to change their habits by using electronic chip identification cards.

Overcoming institutional problems, policy gaps, and inadequacies in the provisions of the Law on Telecommunications 2009 and other legal regulations related to telecommunications activities that limit the development process. Currently, the draft Law is built with 10 chapters, 74 articles, regulations on telecommunications activities, rights and obligations of organizations and individuals engaged in telecommunications activities; State management of telecommunications.
This Law applies to Vietnamese organizations and individuals and foreign organizations and individuals directly participating in or related to telecommunications activities in Vietnam.
Regarding the project of the Law on Credit Institutions (Amended), On the morning of June 5, authorized by the Prime Minister to present the report, the Governor of the State Bank of Vietnam Nguyen Thi Hong said that the development of the draft Law aims to complete regulations and handle obstacles, inadequacies of the law on credit institutions; legalized to create a legal corridor for the handling of bad debts of credit institutions.
In addition, the development of the Law on Credit Institutions (amended) aims to strengthen risk prevention, strengthen the capacity of self-inspection, internal control and self-responsibility of credit institutions; develop tools to manage credit institutions; early detection of violations and timely handling of responsibilities of individuals administering and operating credit institutions; strengthen decentralization and decentralization in association with inspection, supervision and personalization of individual responsibilities; ensure publicity and transparency in banking activities.
The Law on Credit Institutions (amended) also aims to ensure the safety of the credit institutions system; strengthen the inspection and supervision measures of the State Bank, and at the same time have the participation of the Government Inspectorate, the Ministry of Finance and other ministries and branches to manage and control credit activities and combat manipulation. , group interests, cross-ownership; handle the situation where depositors withdraw their money in bulk and have an effective mechanism to restructure credit institutions under special control.
Regarding the point of view of law development, the Governor of the State Bank of Vietnam said that the development of the Law on Credit Institutions (amended) should closely follow the views of the Party and the State in order to perfect the legal framework on monetary and operational activities. banking activities, restructuring credit institutions to ensure system safety, enhancing transparency, publicity and in line with market principles and international best practices, facilitating the digital transformation process in the industry.
