“ We understand that achieving development achievements worthy of the nation's rising era requires exceptional efforts from each individual and organization in all fields, as well as insightful and dedicated feedback on the country's development to help managers formulate sound policies that contribute to new development.”
"The concept of a green economy is not entirely new; it has been discussed extensively. However, in society and among the public, understanding what a green economy is remains a question, as is the relationship between a green economy and sustainable development or a circular economy, " said Mr. Pham Manh Hung.
According to Mr. Pham Manh Hung, developing a modern economy requires many factors, including modern governance, smart and modern infrastructure, a sustainable economy that conserves resources and does not harm the environment. In recent years, the Party and State have issued many documents on economic development and policies on green economic development, but effective implementation requires concrete, decisive actions, as well as completely new and groundbreaking policies.
According to UNEP (United Nations Environment Programme), a green economy is defined as one that promotes human well-being and social equity while significantly reducing environmental risks and ecological degradation. A green economy can be considered one with low carbon emissions, efficient resource use, and social inclusion.

In Vietnam, green growth and sustainable development have received special attention from the Party and the State in recent years, and are a positive direction to mitigate the risks and impacts of climate change.
In 2012, the Prime Minister issued Decision No. 1393/QD-TTg approving the National Strategy on Green Growth for the period 2011-2020 and a vision to 2050, which affirmed: "Green growth is an important component of sustainable development, ensuring rapid, efficient, and sustainable economic development and making a significant contribution to the implementation of the National Strategy on Climate Change."
On October 1, 2021, the Prime Minister issued Decision No. 1658/QD-TTg approving the National Strategy on Green Growth for the period 2021-2030, with a vision to 2050. The overall objective is for green growth to contribute to restructuring the economy in conjunction with innovating the growth model, aiming for economic prosperity, environmental sustainability, and social equity; moving towards a green, carbon-neutral economy and contributing to the goal of limiting global warming.
The 13th National Congress of the Party also set forth requirements and tasks for developing a green economy aimed at the stability, sustainability, and prosperity of the country, clearly stating: “ Proactively and effectively adapt to climate change, prevent, combat, and mitigate natural disasters and epidemics; manage, exploit, and use resources rationally, economically, efficiently, and sustainably; prioritize the protection of the living environment and people's health; resolutely eliminate projects that cause environmental pollution, ensure the quality of the living environment, protect biodiversity and ecosystems; build a green economy, a circular economy, and an environmentally friendly economy .”
