More practical support is needed for private garbage collectors and scrap buyers.

On the afternoon of June 10, the Institute of Natural Resources and Environmental Economics of Ho Chi Minh City coordinated with the Organization for Action for Environment and Development (Enda) and Tetra Pak Company to organize a conference to deploy the project "Enhancing access to social security and establishing cooperatives for private scrap collectors in Ho Chi Minh City".

Enda’s survey shows that currently in Ho Chi Minh City there are 35 cooperatives with more than 4,200 people working in the field of private waste collection. This group is collecting 65-70% of the waste generated in the city. In addition, Ho Chi Minh City also has about 2,000 people collecting scrap metal.

This is a group that is suffering many disadvantages due to difficulty in accessing social security because only 42% of private waste collectors (NTGRDL) reside in Ho Chi Minh City and 58% are migrants to Ho Chi Minh City; 90% of scrap buyers are migrants to Ho Chi Minh City and only about 10% are residents of Ho Chi Minh City.

This means that NTGRDL and scrap buyers have difficulty accessing social welfare programs for the poor because they do not have temporary/permanent residence in Ho Chi Minh City (62% of NTGRDL and 90% of scrap buyers do not have temporary residence registration).

Currently, about 82% of NTGRDL and 50% of scrap buyers do not have health insurance, and none have access to accident insurance. NTGRDL's income comes from collection fees paid by households (about 67.5%), while scrap buyers only have income from recyclable waste.

Ms. Nguyen Thi Hoai Linh, Chief Representative of Enda Vietnam Organization, said that when interviewed, 86% of NTGRDL and 56% of scrap buyers wanted to be supported with health insurance because this is very necessary in a dangerous working environment. In the period of 2025-2026, Enda plans to support labor equipment; support 100% of life insurance and health insurance for 300 scrap buyers and establish a pilot cooperative model for scrap collectors in District 8 and Nha Be District, Ho Chi Minh City.

Dr. Pham Viet Thuan, Director of the Institute of Natural Resources and Environment Economics of Ho Chi Minh City, also said that currently, NTGRDL and scrap collectors are facing many difficulties in life, while they are the main core in collecting and classifying garbage at the source, helping the city to be green and clean every day. Supporting labor protection equipment and social security for this force is very necessary.

To accompany this force, the institute will always accompany organizations such as Enda to find resources to best support this force. Dr. Pham Viet Thuan also encourages NTGRDL and scrap collectors to boldly propose their opinions to the institute if they have any difficulties or problems. The institute will forward the opinions to relevant agencies to jointly find solutions.
