Need to be more determined, work with higher responsibility to achieve double-digit economic growth

On the afternoon of May 16, the Provincial People's Committee held its regular April session to give opinions on a number of important issues, focusing on the implementation of socio-economic development tasks in the first four months of the year; implementing Decision No. 209 of the Provincial People's Committee on assigning tasks to strive to achieve the target of double-digit economic growth by 2025. According to the report of the Provincial People's Committee, in the first 4 months of the year, the province's socio -economic development continued. Total state budget revenue reached 11,645 billion VND, equal to 43% of the assigned estimate, equal to 36.3% of the growth scenario estimate. Industrial production was stable and grew well, the industrial production index increased by 13.36% over the same period; trade and services grew positively thanks to the stability of the commodity market and increased demand during long holidays. Investment promotion, support and business development activities were focused on; disbursement of public investment capital showed many positive signs, reaching a rate higher than the national average.

Regarding the implementation of Decision No. 209 of the Provincial People's Committee on assigning tasks to strive to achieve the target of double-digit economic growth by 2025, up to now, after more than 2 months of implementation, Vinh Phuc province has achieved a number of positive results such as the awareness of cadres, party members, civil servants, public employees and people about the policies of the Party, the State and the province on the target of double-digit growth has been raised; the leadership, direction and organization of implementation at many levels and sectors have been more drastic and stronger; departments, branches, sectors, People's Committees of districts and cities have concretized Decision No. 209 with specific programs, plans and projects to assign specific tasks to their agencies and units with a high sense of responsibility. Thanks to that, a number of targets have been achieved quite well compared to the scenario of striving such as budget revenue reaching nearly 50%; attracting DDI investment reaching 84.1%...

Commenting on these contents, delegates said that, in the context of focusing on the task of arranging and merging the two-level government, to achieve the target of double-digit growth, Vinh Phuc province needs to be more drastic in its direction and administration; have policies to encourage the development of the automobile and motorbike manufacturing sector; boost revenues from land use rights auctions; promote administrative reform in each sector, digital transformation, and improve the quality of human resources.

At the same time, focus on removing difficulties and obstacles for new projects, especially regarding investment procedures; review and clearly assess the impacts of the US's reciprocal tax policy on the production and business activities of enterprises. Strengthen the removal of difficulties and obstacles regarding land; obstacles of social housing projects, investment projects to build the Lao Cai - Hanoi - Hai Phong railway, section through Vinh Phuc; Lao Cai - Vinh Yen 500kV power line project; improve the efficiency and quality of planning work as a premise to attract investment and develop enterprises.

The conference also gave opinions on the report on State management work in April, tasks in May 2025; report on the results of handling administrative procedures of departments, branches, sectors and People's Committees of districts and cities in April 2025; the arrangement of commune-level administrative units after the establishment of Phu Tho province; Decision of the Provincial People's Committee promulgating Regulations on extra teaching and learning in the province; Decision of the Provincial People's Committee promulgating Regulations on position, functions, tasks, powers and organizational structure of Vinh Phuc College of Engineering and Technology; Project of the Provincial People's Committee on developing and improving the quality of activities of the Provincial Mental Hospital.

Appreciating the efforts and determination of departments, branches and localities in implementing assigned tasks, especially the task of double-digit economic growth, Chairman of the Provincial People's Committee Tran Duy Dong emphasized that in the new context, along with implementing many urgent political tasks under the direction of the Central Government, all levels, branches and localities need to be more determined, more drastic, and work with greater responsibility in implementing assigned tasks.

Promote administrative reform and digital transformation in work implementation to improve the ranking of the provincial competitiveness index and administrative reform index. Actively coordinate with agencies and units of Phu Tho province in implementing arrangements and mergers. Promote activities to support investors, attract FDI, remove difficulties and obstacles for production and business activities of enterprises. Districts and cities focus on removing difficulties and obstacles, speeding up the construction progress of projects, promoting disbursement of public investment capital.

Regarding the task of reorganizing the apparatus, departments and branches proactively work with departments and branches of Phu Tho and Hoa Binh provinces in reorganizing the new apparatus. There are plans to support housing and travel for civil servants and public employees. Districts and cities proactively implement plans to reorganize the apparatus of commune-level administrative units; reorganize the team of civil servants and public employees after the end of district-level activities. Research plans to use public headquarters effectively, avoiding waste; review the implementation status of major projects and works.

Chairman of the Provincial People's Committee Tran Duy Dong also noted that departments, branches and localities need to exploit and use investment resources effectively; promote the exploitation of resources from land auctions. Focus on removing difficulties and obstacles in compensation and site clearance. Strengthen the work of natural disaster prevention and control. The Department of Justice urgently deploys to collect public opinions on the amendment of the 2013 Constitution.
