(Baohatinh.vn) - Due to various internal reasons, many children at the Ha Tinh Orphanage have not yet completed the procedures for obtaining identity cards, which are necessary for their education, medical examinations, and other needs.

Tran Pham Quang T. is eager to obtain an identity card to facilitate access to medical care, social welfare programs, and other services.

Tran Pham Quang T. (born in 2012) is the child of a single mother. He was born in the South (his birth certificate was issued there), then his mother brought him back to her hometown in Huong Pho commune to live, before transferring him to the Ha Tinh Orphanage (referred to as the orphanage, located in Tran Phu ward). When the orphanage staff took him back to his hometown to get an identity card, they encountered difficulties because his birth certificate was from the South...

Tran Huu TA (born in 2013), from Thien Cam commune, is an orphan, having lost both parents. He is currently in class 7A at Thach Trung Secondary School (Tran Phu ward). TA has a younger brother in class 5 at the same school. Both brothers are at a children's village. In his hometown, TA only has his elderly grandfather; other relatives do not live in Thien Cam commune. TA once tried to return home to apply for an identity card but was unsuccessful because his relatives (legal representatives) were not present.

Nguyen Thanh D. (born in 2013), who suffers from intellectual disability, is from Tien Dien commune and is the son of a single mother. After his mother passed away, his only remaining relative is his mother's younger sister, but she is currently suffering from terminal cancer. Therefore, obtaining an identity card for him has not yet been possible.

Normally, Nguyen Thi N. doesn't want to interact with strangers and prefers to stay in her room.

Nguyen Thi N. (born in 2011), from Tu My commune, is an orphan. She suffers from depression, avoids strangers, and spends her days holed up in her room, except for the teachers at the children's village. Therefore, bringing her back to her hometown to get an identity card is extremely difficult.

According to Ms. Tran Thi Thanh Toan, Head of the Care and Nurturing Department (Ha Tinh Orphanage), there are currently 35 children at the orphanage who have not yet obtained identity cards. Of these, 9 children are in need of identity cards to facilitate their education, medical care, participation in social welfare policies, and exercise their rights and obligations as citizens as stipulated by law.

According to Ms. Tran Thi Thanh Toan, the common difficulty currently is that obtaining an identity card requires a legal representative, while most of the children no longer have parents or direct relatives. Some still have mothers, but they are missing and their addresses are unknown, while others lack civil registration documents and personal records...

"We earnestly hope that the authorities will create favorable conditions and provide guidance to resolve the difficulties and obstacles that the children are facing so that they can be issued identity cards, especially the nine children who urgently need them..." - Ms. Toan expressed her hope.

Lieutenant Colonel Nguyen Dinh Hoang, Head of Tran Phu Ward Police, said: "Immediately after receiving the information, the ward police leadership directed officers in charge of residence and identity card management, as well as local officers, to verify the actual situation and provide specific guidance to representatives of the Ha Tinh Orphanage on the procedures for completing the identity card application according to regulations."

Currently, the unit is coordinating with the civil registration agency to review, supplement, and verify necessary information for cases lacking civil registration documents, while also reporting and proposing appropriate solutions to facilitate and ensure the legitimate rights and interests of the children."
