Ha Tinh combats tax evasion in private housing construction.

(Baohatinh.vn) - The increase in private housing construction has necessitated stricter tax management. In the first five months of the year, Ha Tinh province placed 738 households involved in housing construction under management to combat revenue losses for the state budget.

Following the administrative boundary merger, the development space of Mai Phu commune has expanded, leading to a significant increase in private housing construction. Recognizing this as a source of revenue that needs to be managed effectively, the local government has proactively implemented various solutions to raise awareness and encourage people to fulfill their tax obligations.

Recently, the People's Committee of Mai Phu commune held a conference to implement the collection of taxes on private housing construction in 2026. Immediately after the conference, 40 households currently building houses in the area proactively declared and paid nearly 150 million VND into the state budget. This result shows the initial effectiveness of the propaganda work and raising people's awareness of their tax obligations.

Ms. Nguyen Thi Ha Giang, a specialist in the Economic Department of the Mai Phu Commune People's Committee, said: "The most important factor in collecting this tax is the awareness of the people. Therefore, right from the beginning of the year, the local authorities have worked with village heads to review private construction projects in the area, then invited both homeowners and contractors to meetings to disseminate information and provide guidance. The systematic implementation of the awareness campaign has led to people seriously complying with their tax obligations, contributing to increased budget revenue for the locality."

Not only in Mai Phu commune, but also in Bac Hong Linh ward, the fight against tax evasion in private housing construction is being implemented vigorously. Local authorities are coordinating with tax agencies to review and bring construction contractors under management; at the same time, they are closely monitoring newly started projects to promptly disseminate information and guide people on tax declaration and payment according to regulations. A noteworthy point is that tax management is carried out primarily through propaganda and mobilization. Through the neighborhood system, mass organizations, and professional staff, regulations related to tax obligations are widely disseminated, helping people understand their responsibilities, thereby creating consensus in the implementation process.

Having just fulfilled his tax obligations for his ongoing house construction project, Mr. Phan Xuan Hung (Ngoc Son residential area, Bac Hong Linh ward) shared: “The private house construction tax is a mandatory payment for construction activities. Essentially, it's a tax obligation of the construction contractor on the revenue they earn from the construction project. In reality, the contractor adds this tax to the costs, so the homeowner indirectly pays this amount. Therefore, after being informed, I proactively paid this tax on behalf of the contractor.”

Tax officials at the grassroots level in Ha Tinh province are disseminating information and providing guidance to residents on paying taxes for the construction of private houses.

In reality, private housing construction in the province still has significant potential for revenue generation. According to statistics from the Ha Tinh Provincial Tax Department, in the first five months of 2026, the department managed 738 households building private houses, collecting over 5.2 billion VND for the state budget. Although positive results have been achieved, this figure is still not commensurate with the actual potential, given the strong development of civil construction in many localities. This necessitates further tightening of management and improved coordination between the tax authorities and local governments in detecting, monitoring, and managing private housing construction projects currently underway.

Mr. Le Quoc Dung, Head of the Personal, Household and Other Taxes Department of Ha Tinh Provincial Tax Department, said: “The fight against tax evasion in private housing construction not only contributes to increasing state budget revenue but also raises awareness of tax law compliance among people and construction contractors. In the coming time, the tax sector will continue to closely coordinate with local authorities to effectively manage this revenue source and minimize budget revenue losses.”

Besides public awareness campaigns, the Ha Tinh Provincial Tax Department is also promoting the application of information technology in management, regularly comparing data from localities and functional agencies to detect and promptly handle cases of non-declaration or incomplete declaration. Tax management is carried out openly, transparently, and in accordance with the law, thereby contributing to creating a level playing field for organizations and individuals operating in the construction sector.

With the coordinated efforts of the tax sector, local authorities, and the consensus of the people, tax management in this area is gradually becoming more organized, contributing to creating more resources for the socio-economic development of Ha Tinh.
