According to the working program at the 5th session, on June 7, the National Assembly held a plenary session in the Hall, continuing to question the second group of issues in the field of ethnicity and the third group of issues in the field of science and technology.

Debating with the previous reply of the Minister, Chairman of the Ethnic Minority Committee Hau A Lenh, National Assembly delegate Nguyen Lam Thanh (Doan Thai Nguyen) said that: Through monitoring, the implementation of national target programs has not been basically completed as the Minister assessed.
Delegate Nguyen Lam Thanh cited, three circulars of the Ministry of Finance guiding the implementation of national target programs have up to 3 articles referencing different circulars and decrees, including those referring to the third time but without specific instructions, causing difficulties for localities in the implementation process.
Delegate Nguyen Lam Thanh also said that the demarcation of mountainous and highland areas and the demarcation of ethnic minority areas according to the level of development are relatively different. The 1992 and 2013 Constitutions clearly stipulate that the delimitation of mountainous areas and particularly difficult areas is for the implementation of a number of national target programs and other policies, not the basis for the implementation of ethnic minority and mountainous policies. The delegate suggested that the Committee for Ethnic Minority Affairs soon summarize to clarify these contents.
Regarding the resolution of policy issues under the influence of Decision No. 861/QD-TTg dated June 4, 6 of the Prime Minister approving the list of communes in Region III, Region II, Region I belonging to ethnic minorities and mountainous areas for the period 2021-2021, delegate Nguyen Lam Thanh said that there should be regulations on the transition period for policy implementation instead of waiting for the heads of the 2025 ministries and agencies to amend policies, such as: mentioned above.
Responding to the debate of delegate Nguyen Lam Thanh, Minister and Chairman of the Ethnic Minority Committee Hau A Lenh said that two new documents of the Committee for Ethnic Minority Affairs and the Ministry of Information and Communications were issued to remove difficulties and obstacles in the implementation of national target programs. The remaining contents have been agreed by ministries and branches to coordinate to settle on the basis of law provisions.
Regarding the demarcation of mountainous and highland areas, Minister and Chairman of the Ethnic Committee Hau A Lenh expressed his agreement with delegate Nguyen Lam Thanh's point of view and added that the National Assembly Standing Committee is assigning the Committee for Ethnic Minority Affairs to assume the prime responsibility for, and coordinate with relevant agencies in, a comprehensive assessment of both the criteria for the delimitation of mountainous and highland areas and other criteria to report to the National Assembly Standing Committee in September 9.
To solve difficulties related to the implementation of Decision No. 861/QD-TTg dated June 4, 6 of the Prime Minister, Minister and Chairman of the Ethnic Minority Committee Hau A Lenh said that ministries and branches need to coordinate to amend policies in the direction of supplementing and expanding beneficiaries and areas of policy beneficiaries.
