According to Can Tho City Party Secretary Le Quang Tung, after one year of operating the two-tiered local government system, the entire political system and grassroots government of the city have been quickly consolidated and operate smoothly, leaving no leadership or management gaps in all areas; the staff are close to the people, especially at the grassroots level.

Can Tho has decentralized 457 tasks to the commune level, ranking at the national average. Therefore, the city needs to make greater efforts in decentralization and delegation of authority.

In addition, Can Tho city needs to deploy specialized staff from departments and agencies to communes and wards. Communes and wards are given full authority, power, responsibility, and tasks to handle matters and tasks serving the people and businesses. The People's Committee of Can Tho city will support communes and wards to ensure that the decentralization of power and authority is implemented more effectively...

According to Ms. Pham Thi Phuong, Director of the Department of Internal Affairs of Can Tho City, the total number of tasks at the commune and ward level is currently 1,162; 177 tasks are being implemented until June 30, 2026 (of which 79 tasks are delegated by the Central Government; 65 tasks are delegated by the provincial level; and 841 tasks are transferred from the district level to the commune level).

To date, the city government has received 949 tasks for decentralization and delegation of authority from central agencies. Based on this, it has decentralized and delegated authority to the commune level through the issuance of 12 decentralization decisions and 39 delegation decisions across various sectors and fields within the city. The decentralization and delegation of authority are carried out based on the consensus of the agencies and units to which authority is delegated or delegated.

Specifically regarding the management of civil servants and public employees, the City People's Committee has issued decisions on decentralization that are appropriate to practical requirements, creating proactiveness in the management of cadres, civil servants, and public employees of agencies, units, and localities.

Specifically, the heads of departments and agencies, and the Chairpersons of the People's Committees of communes and wards have the authority to appoint leadership and management positions, transfer and reassign officials and civil servants, sign labor contracts for civil servant duties, grant regular and early salary increases, promote to higher professional ranks, terminate employment, retire, and discipline officials and civil servants under their authority.

According to the assessment of the Can Tho City Party Committee, the city's two-tiered local government system still has some limitations that need to be overcome, such as: the new model has initially stabilized, but in reality has not met the requirements of the new situation, and there are still difficulties and bottlenecks in its capacity for effective and practical operation.

Commune-level authorities have been assigned more tasks, but some areas still lack qualified personnel, experience in handling complex cases, data, interconnected software, and adequate working facilities and conditions.

Some communes and wards have large populations, extensive areas, rapid urbanization, and a large volume of paperwork, but their organizational frameworks, staffing, infrastructure, and working equipment are not yet fully synchronized and do not meet the requirements of the current period; the decentralization and delegation of power to local authorities are still limited.
