A new platform for effective local governance.

On the afternoon of June 1st, in Rach Gia ward, the Standing Committee of the An Giang Provincial Party Committee held a conference to review one year of operation of the political system and local government at two levels in the province.

Nguyen Tien Hai, member of the Central Committee of the Communist Party and Secretary of the An Giang Provincial Party Committee, delivered a speech at the conference.

Speaking at the conference, Central Committee member and Secretary of the An Giang Provincial Party Committee Nguyen Tien Hai emphasized that after one year of operation, the political system and local government apparatus at two levels in the province have basically operated stably and smoothly, ensuring continuity in leadership, direction, management and administration, without interrupting work, without affecting the handling of administrative procedures and serving the people and businesses, and gradually promoting the effectiveness of the new organizational model.

"It can be affirmed that organizing a two-tiered local government model is a correct policy with long-term strategic significance, contributing to streamlining the apparatus, improving the effectiveness and efficiency of state management, strengthening decentralization and delegation of power, promoting the initiative of the grassroots, bringing the government closer to the people and serving the people and businesses better and better," said Nguyen Tien Hai, Secretary of the An Giang Provincial Party Committee.

Implementing a two-tiered local government model, An Giang province has terminated the operations of 26 district-level administrative units and reduced the number of commune-level administrative units by 196. To support the implementation capacity at the grassroots level, the province has deployed and reinforced 3,154 civil servants and public employees to the commune level. The province's administrative procedure information system has been upgraded to a two-tiered model, synchronously connected with the National Public Service Portal. After one year of operation, the rate of timely processing of applications reached 98.56% out of a total of more than 587,000 applications received; the index of serving citizens and businesses in the first quarter of 2026 reached 95.86 points, ranking 18th out of 34 provinces and cities; 100% of commune-level centers have high-speed fiber optic internet coverage. The "Digital Literacy Movement" along with the policy of zero fees for online public services has created a truly digital ecosystem.

However, the workload at the commune level is increasing after taking on more tasks from the district level. In addition, the digital skills of some grassroots officials are limited, and the information technology infrastructure in some remote areas does not meet the requirements...

To further improve the quality and effectiveness of the political system and the two-tiered local government model, Provincial Party Secretary Nguyen Tien Hai requested that Party committees, Party organizations, agencies, units, and localities strengthen unified leadership and direction; promote propaganda and dissemination to create consensus in awareness and action; and regularly inspect and supervise to promptly detect and resolve difficulties and obstacles arising during implementation.

An Giang continues to review and refine regulations, rules, work procedures, and operating mechanisms of the political system according to the two-tiered local government model; promoting decentralization and delegation of power associated with resource allocation and improving implementation capacity, ensuring the "six clear" principles: Clear person, clear task, clear responsibility, clear authority, clear time, and clear results.

Furthermore, the province proactively identifies and removes institutional and coordination bottlenecks; promptly proposes to competent authorities amendments and additions to regulations that are no longer relevant to reality. The province continues to promote administrative reform, simplify procedures, and prioritize citizens and businesses as the central focus of service, using this as a measure of the quality of the administrative apparatus's operations; striving for administrative reform, PAPI, SIPAS, and digital transformation indicators to be among the leading provinces nationwide.

The province continues to review and evaluate the organizational model and scale of communes, wards, and special zones; building commune-level governments that are truly the closest to the people, with sufficient capacity to fully perform their assigned functions, tasks, and powers. An Giang prioritizes the synchronized investment in technical infrastructure, digital infrastructure, equipment, and other necessary conditions, especially in remote, border, coastal, and island areas, and areas facing many difficulties; promoting administrative reform associated with comprehensive digital transformation; and building and perfecting databases in the direction of being "accurate, complete, clean, active, unified, interconnected, and shared."

An Giang province continues to innovate its personnel management in a way that is open, transparent, linked to job positions and task performance; building a team of officials, civil servants, and public employees that meets the development requirements in the new situation.

After a year of operating the two-tiered local government model, changes in organizational structure, administrative reform, digital transformation, and the quality of service to the people have shown positive initial results. This is the foundation for An Giang to continue perfecting the model, improving the effectiveness and efficiency of state management, and serving the people and businesses even better.
