Warning of increased fraud and property appropriation from gambling

In recent times, all levels and sectors in Quang Nam province have deployed and implemented many tasks, strengthened solutions to prevent, stop and handle violations of hui and bieu activities according to regulations. However, in reality, many cases of fraud and appropriation of assets have occurred through these forms of participation in bieu and hui, causing public outrage and affecting the security and order situation in the locality.

For example, in early February 2025, the Criminal Police Department of Quang Nam Provincial Police prosecuted and detained Tran Nguyen Thanh Hien (born in 1999, residing in Thanh Khe district, Da Nang city) to investigate the act of "Fraudulent appropriation of property".

Initial investigation results determined that in February 2024, Hien started participating in online gambling with some gambling owners in Quang Nam province and Da Nang city. Realizing that organizing online gambling clubs was simple and lacked control, Hien came up with the idea of ​​using personal information and names of other people participating in gambling to appropriate money.

From early May 2024 to mid-July 2024, Hien used personal information of many different people to participate in a total of 28 bets in 17 bets organized by a bettor in Quang Nam. After participating in the bets, winning the bets and receiving all the bets he participated in, Hien stopped paying bets, deleted his Zalo account and blocked all contact with the bettor. With the above tricks, Hien appropriated a total of nearly 700 million VND from the bettor in Quang Nam.

The reality in Quang Nam province in recent times shows that lending and borrowing by means of bieu and hui is increasingly diverse and complicated, being transformed into fraud to appropriate assets, abuse of trust to appropriate especially large assets, and lending at high interest rates. There are cases where the bieu owner simultaneously organizes many bieu chains with many members and large values, and is unable to manage the chains, leading to inability to pay or refusal to pay, leading to a number of bieu and hui collapses, causing serious consequences for individuals and organizations; negatively affecting the security and order situation in the province.

Authorities believe that the main reason is that the propaganda work on the implementation of Decree No. 19/2019/ND-CP in some localities has not been widely implemented, the People's Committees at the commune level still have loopholes and shortcomings, and have not proactively grasped the situation and developments of gambling and hui activities. The psychology of people participating in gambling and hui is still subjective, with little attention to legal regulations; mainly based on prestige and familiarity, mutual trust, so they only make oral or simple records, do not make agreements on gambling and hui, so the risk is very high, disputes easily arise, fraud and misappropriation of trust to appropriate property when not properly implementing commitments and agreements with each other, negatively affecting participants and socio- economic order.

To contribute to the proper implementation of legal regulations on rotating savings and credit associations as prescribed by law, and to prevent and combat crimes of fraud and appropriation of property in the form of rotating savings and credit associations in the province, on March 17, Mr. Le Van Dung, Chairman of the People's Committee of Quang Nam province signed and issued an official dispatch, requesting the Vietnam Fatherland Front Committee of Quang Nam province and socio-political organizations of the province, requesting the Departments, branches, sectors, People's Committees at district and commune levels to strengthen propaganda and dissemination of regulations on rotating savings and credit associations.

Regularly warn about methods and tricks of loan sharking, fraud, abuse of trust to appropriate property in general and related to gambling and rotating savings and credit associations in particular. People's Committees at district and commune levels should strengthen propaganda and dissemination to people about preventive measures against gambling and rotating savings and credit associations, and black credit; mobilize people to report to competent authorities about dishonest and non-transparent acts, inaccurate information related to gambling and rotating savings and credit associations, and the use of members' contributions for other purposes, etc. to promptly prevent and handle violations of the law and take measures to remedy the consequences according to regulations.

The People's Committee of Quang Nam province requested the provincial police to play a core role in preventing and fighting crimes and law violations related to gambling, disguised savings and credit; proactively grasp the situation of the area and subjects, and eradicate gangs, networks, and subjects showing signs of activities related to gambling, disguised savings and credit, and black credit.
