Warning about sophisticated high-tech cheating during exam season.

On June 3rd, the Nghe An Department of Education and Training organized a conference to launch the 2026 High School Graduation Examination, with the participation of heads and deputy heads of examination centers at 71 centers throughout the province.

Speaking at the conference, Mr. Nguyen Van Khoa, Director of the Nghe An Department of Education and Training, emphasized the need to ensure absolute security and safety for the exam; especially the prevention and control of cheating using high-tech devices. Last year, six localities nationwide recorded cases of candidates using high-tech devices to cheat in exams, including cases resulting in criminal prosecution, seriously affecting the future of the candidates. Therefore, exam centers must strictly implement preventive measures, detect and handle violations early and remotely; resolutely preventing candidates from bringing mobile phones or high-tech devices into the exam room, considering this a key factor determining the success of the exam. If a candidate is found to be bringing a mobile phone or using high-tech devices in the exam room, the head of the exam center will be held directly responsible and subject to disciplinary action depending on the severity of the violation.

To prepare for the 2026 high school graduation exam, the Director of the Department of Education and Training requested that delegates attending the conference fully absorb the training content and seriously implement it at their respective institutions. From now until the exam takes place, localities must urgently conduct a comprehensive review of their preparations. The inspection must be thorough, covering everything from facilities and equipment to security and safety plans. Any shortcomings related to the working conditions of the exam security personnel, the quality of desks and chairs, and other conditions for organizing the exam must be addressed before the exam takes place.

At the conference, representatives from the Technical and External Affairs Department (PA06) of the Nghe An Provincial Police disseminated information on ensuring the security and safety of the exam and preventing cheating using high technology to participating officials and teachers. The content focused on protecting state secrets, ensuring security and safety at all stages of the exam; identifying new cheating methods and tricks; and skills in detecting and handling situations arising during the exam. Through this, participating officials and teachers gained additional knowledge, enhanced their sense of responsibility and adherence to exam regulations; and improved their ability to prevent, detect, and stop violations, contributing to ensuring the exam is conducted safely, seriously, objectively, and in accordance with regulations.

The 2026 High School Graduation Examination will be held from June 10th to 13th. The Nghe An Provincial Examination Board has 42,033 registered candidates, including 2,230 independent candidates. The province will arrange 71 examination centers with 1,820 examination rooms; mobilizing 4,360 invigilators and an estimated 369 examiners to participate in grading.

Preparations for the exam were carried out comprehensively. The Department of Education and Training closely coordinated with the Provincial Police, the Electricity sector, the Health sector, the Finance sector, the Provincial Youth Union, and local authorities to develop plans to ensure security, safety, prevention of high-tech fraud, fire prevention and control, electricity supply, healthcare, food safety, and support for candidates throughout the exam period.

Along with organizing the exams, the Education sector has focused on improving the quality of review for 12th-grade students, organizing 3 rounds of in-person mock exams throughout the province and more than 10 rounds of online mock exams; launching the emulation movement "90 days and nights of determination to achieve high results in the 2026 High School Graduation Exam".
