Early flood warning system to ensure safety in downstream areas.

Currently , in the downstream area of the Song Ba Ha Hydropower Plant, there are 30 flood warning stations installed by Song Ba Ha Hydropower Joint Stock Company. Each station consists of an automatic activation sensor, connected to a high-power loudspeaker, and linked to the warning system. It is controlled by equipment at the plant or via a mobile phone application. Before and during flood releases, this system will notify residents living along the Song Ba River, enabling them to proactively implement effective flood prevention measures.

According to Song Ba Ha Hydropower Joint Stock Company, before carrying out flood discharge operations, the unit fully implements the notification process, issuing early warnings through multiple channels: SMS messages, public address systems, written documents sent to authorities at all levels, and directly coordinating with the Disaster Prevention and Search and Rescue Command Boards of downstream localities.

In Dong Hoa village (Son Hoa commune), located along the Ba River and directly affected by the reservoir's water release, residents say that for many years, flood warnings have been implemented systematically, quickly, and widely. Mr. Le Van Toan (Dong Hoa village) said that before the flood release, people in the area receive notification messages. In particular, the warning loudspeaker system of Song Ba Ha has helped people to be aware in time, enabling them to proactively leave unsafe areas, move livestock and property to higher ground, and minimize damage.

According to Mr. Nguyen Duy Tinh, Vice Chairman of the People's Committee of Son Hoa commune, proactiveness is the key factor in disaster prevention and control. Therefore, the early and clear notification from the Song Ba Ha Hydropower Plant has helped the locality proactively implement prevention plans, ensuring the safety of hundreds of households living along the Ba River. Whenever a flood regulation notice is received, the commune immediately activates the public address system to inform each village and household at risk of being affected, so that people are not caught off guard when the river water level rises.

The Song Ba Ha Hydropower Joint Stock Company closely monitors and implements water regulation through the spillway according to established procedures, providing early warnings to people in the downstream area.

From a sectoral management perspective, Mr. Nguyen An Phu, Deputy Director of the Department of Natural Resources and Environment, highly praised the proactive approach of Song Ba Ha Hydropower Joint Stock Company. According to him, this company consistently adheres to the inter-reservoir operation process, paying particular attention to information and warning systems for downstream areas. “In reality, recent years have shown that thanks to close coordination between the enterprise and the government, flood damage in this area has significantly decreased. Early warning not only gives people time to respond but also demonstrates the social responsibility of the enterprise in disaster prevention and control,” Mr. Phu stated.

Mr. Chau Dinh Quoc, Deputy General Director of Song Ba Ha Hydropower Joint Stock Company, said: "During this year's rainy season, rainfall in the river basin has increased significantly. To ensure safety, the company maintains a 24/7 duty roster, ready to handle any arising situations, and regularly coordinates with the Provincial Steering Committee for Disaster Prevention and Search and Rescue to promptly adjust operating plans. The company always considers its highest responsibility to be ensuring the safety of the reservoir, while also protecting the lives and property of the people. Therefore, all water regulation activities are carefully considered and announced as early as possible so that people can proactively take preventive measures."
