Early flood warning, ensuring safety in downstream areas

Currently , in the downstream area of Song Ba Ha Hydropower Plant, there are 30 flood warning stations installed by Song Ba Ha Hydropower Joint Stock Company. Each station includes 1 automatic activation sensor, attached to 1 high-power loudspeaker, connected to the warning system, controlled by equipment at the plant or via a mobile phone application. Before and during the flood discharge process, this system will notify people living along the Ba River to proactively implement effective prevention plans.

According to Song Ba Ha Hydropower Joint Stock Company, before carrying out flood discharge operations, the unit fully implemented the notification process, sending early warnings through many channels: SMS messages, loudspeaker systems, documents sent to authorities at all levels and directly coordinated with the Command Committee for Natural Disaster Prevention and Search and Rescue of localities in the downstream area.

In Dong Hoa village (Son Hoa commune), located along the Ba River and directly affected when the reservoir discharges water, people said that for many years now, flood warning work has been carried out systematically, quickly and widely. Mr. Le Van Toan (Dong Hoa village) said that before the flood discharge, people in the area all received text messages. In particular, the warning loudspeaker system of Song Ba Ha has helped people to promptly grasp the situation and proactively leave unsafe areas, move livestock and property to higher ground, and limit damage.

According to Mr. Nguyen Duy Tinh, Vice Chairman of the People's Committee of Son Hoa Commune, being proactive is a prerequisite in preventing and combating natural disasters. Therefore, the early and clear announcement by the Song Ba Ha Hydropower Plant has helped the locality proactively deploy prevention plans, ensuring safety for hundreds of households living along the Ba River. Whenever receiving a flood control notice, the commune will immediately activate the broadcasting system, informing each village and household at risk of being affected so that people are not surprised when the river water level rises.

The work of regulating water through the spillway is always closely monitored by Song Ba Ha Hydropower Joint Stock Company, following the correct procedures and providing early warnings to people in the downstream area.

From the perspective of industry management, Mr. Nguyen An Phu, Deputy Director of the Department of Natural Resources and Environment, highly appreciated the initiative of Song Ba Ha Hydropower Joint Stock Company. According to him, this is a unit that always strictly follows the inter-reservoir operation process, especially focusing on information and warning for downstream areas. "In fact, over the past years, thanks to the close coordination between enterprises and the government, flood damage in this area has significantly decreased. Early warning not only helps people have time to respond but also demonstrates the social responsibility of enterprises in disaster prevention work," Mr. Phu commented.

Mr. Chau Dinh Quoc, Deputy General Director of Song Ba Ha Hydropower Joint Stock Company, said: During the flood season this year, rainfall in the basin increased. To ensure safety, the company maintains a 24/24 duty regime, ready to handle any arising situations, and regularly coordinates with the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue to promptly adjust the operating plan. The company always determines that the highest responsibility is to ensure the safety of the reservoir, while protecting people's lives and property. Therefore, all water regulation activities are carefully considered and announced as soon as possible so that people can proactively prevent them.
