This is considered an important step in harmonizing economic development and protecting resources and the environment in reservoir basins.
Accordingly, the focus will be on maintaining, strengthening, and expanding livelihood models that have been implemented during the 2023-2025 period. Based on this, relevant agencies will review and evaluate the practical effectiveness of each model to select appropriate and sustainable approaches for replication in the future.
By 2026, all localities with hydropower projects must complete the signing of cooperation plans and programs with the investors of hydropower plants to implement livelihood creation programs. This collaboration is expected to better utilize resources from businesses and increase consistency in implementation.

One of the highlights is the focus on enhancing the self-reliance of the people. The city aims for 100% of beneficiary households to receive technical training and guidance in developing production and business plans suitable to their actual conditions.
Through this, people not only gain access to new livelihood models but also have the ability to maintain and develop them after the support ends, avoiding dependence on external resources.
In addition, emphasis will be placed on changing people's perceptions and forming sustainable production habits linked to environmental protection. Farming, livestock raising, and resource exploitation activities will be oriented towards being environmentally friendly, contributing to the protection of forests, land, and water resources in hydropower basins.
To suit the natural conditions and specific characteristics of each area, Da Nang is orienting its development towards diverse livelihood models such as afforestation, medicinal plant cultivation, cage fish farming on the lake, livestock and poultry farming, and ecotourism development associated with the hydroelectric lake.
These are all models with great potential, providing stable income for the people while contributing to the rational exploitation of available resources and minimizing negative impacts on the environment.
The People's Committee of Ho Chi Minh City has assigned the Department of Industry and Trade to take the lead in integrating livelihood support content into industrial promotion and trade promotion programs, thereby helping people access markets and enhance the value of their products.

The Department of Agriculture and Environment is tasked with coordinating with hydropower dam owners and local authorities to develop and guide appropriate and effective livelihood models. The People's Committees of communes with hydropower projects will directly coordinate with the project management unit to develop specific plans and sign support programs for the people.
Implementing livelihood creation programs for people living in the basins of hydropower reservoirs not only contributes to improving people's lives but also plays a crucial role in implementing national target programs as well as the Government's socio-economic development policies in the city.
With a synchronized approach, focusing on sustainability and the participation of multiple stakeholders, Da Nang expects to create significant changes in the economic development of the hydropower basin, while effectively protecting resources and the environment in the long term.
