“After 2 months of piloting the issuance of Temporary Residence Cards on the VNeID application in Hanoi and Thua Thien Hue province, positive results have been achieved, meeting the requirements of the digital government and digital citizens in the current period. The number of applications for Temporary Residence Cards on the VNeID application has continuously increased, showing that this is the right policy of the Government and has received the consensus and support of the people” - Deputy Minister of Justice Nguyen Khanh Ngoc shared at the conference to review the issuance of Temporary Residence Cards on the VNeID application and preparations for expanding the pilot nationwide.

The organization and implementation of the issuance of Temporary Residence Cards on the VNeID application in Hanoi and Thua Thien Hue has been closely directed by the People's Committees of the provinces and cities, creating maximum conditions. The software systems for issuing Temporary Residence Cards on VNeID in Hanoi and Thua Thien Hue province all meet the requirements on infrastructure, technology, security and information safety. The features of the software are continuously updated according to the recommendations of the Department of Justice of the province/city.

Specifically, by the end of June 14, 2024, the Hanoi Department of Justice had received 11,449 requests for issuance of Temporary Residence Cards on the VNeID application, out of a total of 22,730 applications for Temporary Residence Cards (accounting for 50.37%); returned results for 5,811 Temporary Residence Cards, of which 4,811 applications were early and on time; 641 applications were 1 day overdue.

During the same period, the Department of Justice of Thua Thien Hue province received 1,954 applications for issuance of Temporary Residence Cards on the VNeID application, out of a total of 2,782 applications for issuance of Temporary Residence Cards (accounting for 70.23%); returned 1,559 Temporary Residence Cards, of which applications resolved on time accounted for about 95%. This result shows the support, agreement, and response of citizens and society to the implementation of this new method of issuing Temporary Residence Cards.

Director of the Department of Justice Nguyen Van Hung said: The pilot activity of issuing temporary residence cards via VNeID has been welcomed and actively implemented by people in Thua Thien Hue, thereby creating a new perspective and a spillover effect on the effectiveness of administrative procedure reform in issuing temporary residence cards. In fact, in recent times, the Department of Justice of Thua Thien Hue has welcomed many delegations from provinces and cities to share experiences in issuing temporary residence cards via VNeID. In the coming time, Mr. Hung proposed that the leaders of the Ministry of Justice continue to pay attention to coordinating with the Ministry of Public Security and the police of provinces and cities to carry out measures to ensure network safety and security, and technology infrastructure, ensuring the expansion of the pilot nationwide.

Director of the Hanoi Department of Justice Ngo Anh Tuan assessed: Issuing temporary residence cards on VNeID is the right direction to help reform administrative procedures, reduce costs for people, and improve service quality. To replicate this model nationwide, he proposed to continue perfecting the implementation process and improving the software; stepping up propaganda work in localities preparing for the pilot implementation. At the same time, he hoped that relevant units would promptly fix the technical errors reported by the two pilot provinces; and study and adjust regulations on administrative procedures for issuing temporary residence cards.

Prepare conditions for nationwide deployment

At the preliminary conference, delegates highly appreciated the convenience of issuing Temporary Residence Cards via VNeID, and wished to soon expand the pilot nationwide to reduce the workload for civil servants. Accordingly, the provincial Department of Justice will advise the provincial and municipal People's Committees to prepare technical infrastructure conditions for the pilot; at the same time, they wish to learn and share experiences from Hanoi City and Thua Thien Hue Province on issuing Temporary Residence Cards via VNeID.

Deputy Minister of Justice Nguyen Khanh Ngoc affirmed: Through the report and comments at the conference, the Ministry of Justice acknowledged the efforts and highly appreciated the results that Hanoi City and Thua Thien Hue Province have achieved after 2 months of piloting the issuance of Temporary Residence Cards on the VNeID application. In addition, the continuous increase in the number of applications for Temporary Residence Cards on the VNeID application has shown that this is the right policy of the Government and has received the consensus and support of the people.

Based on the assessment of the pilot activities and the wishes of the localities, the Deputy Minister said that the Ministry of Justice will propose and recommend that the Prime Minister allow the expansion of the pilot issuance of LLTP Certificates on the VNeID application nationwide from July 1, 2024. The Chairman of the People's Committee of the province or centrally-run city shall decide the pilot time for issuing LLTP Certificates on the VNeID application based on the existing infrastructure and technical conditions of the locality, but not later than December 31, 2024.

In addition, the Ministry of Justice will coordinate with the Ministry of Public Security and relevant agencies and units to coordinate and complete Procedure No. 9118 on the pilot implementation of issuing LLTP Certificates on the VNeID application in Thua Thien Hue province as well as technical conditions and infrastructure to further facilitate people in issuing LLTP Certificates on the VNeID application.
