Issuing health insurance cards to people in disadvantaged areas.

QTO - Implementing Decision No. 668/QD-UBND dated February 13, 2026, of the Provincial People's Committee, the Provincial Social Insurance (BHXH) has actively coordinated with departments, agencies, and localities to urgently review, compile lists, and organize the issuance of health insurance cards to eligible groups in accordance with regulations, ensuring the right to medical examination and treatment for people in the province.

Proactively implement new policies.

According to Decision No. 668/QD-UBND (Decision 668) of the Provincial People's Committee, the entire province has 39 communes and 826 villages in ethnic minority and mountainous areas, and 345 particularly disadvantaged villages. Of these, there is 1 commune in Area I, 4 communes in Area II, and 34 communes in Area III.

Based on the regulations of the amended Health Insurance Law of 2024 and Decree No. 272/2025/ND-CP, the Provincial Social Insurance Agency has clearly identified the groups of beneficiaries whose health insurance premiums are paid by the state budget in each locality. Specifically: Ethnic minorities in communes in Area II and all residents in 34 communes in Area III (especially difficult communes) will be issued health insurance cards from the state budget. This is a new policy that directly impacts people's lives, especially those of ethnic minorities. Therefore, immediately after the Provincial People's Committee issued Decision No. 668, the Provincial Social Insurance Agency instructed localities to urgently review, compile lists, and organize the issuance of health insurance cards to these groups in accordance with regulations.

Deputy Chairwoman of Minh Hoa Commune People's Committee, Tran Thi Thanh Nhan, emphasized: "This is a key political task that needs to be focused on and implemented in a short time. The requirement is to urgently complete the review and compilation of lists, ensuring the timely, accurate, and effective implementation of the new policy. The Commune People's Committee has directed relevant departments and agencies to closely coordinate with the local Social Insurance agency to promote awareness, help people understand their rights, and proactively provide information so that the issuance of health insurance cards can proceed quickly and smoothly."

Mr. Nguyen Quang Thuan, Head of the Revenue Management and Participant Development Department of the Provincial Social Insurance Agency, added: The Provincial Social Insurance Agency has also accelerated the issuance of electronic health insurance cards within a maximum of 2 days from receiving the complete list transferred from the locality, ensuring that people's right to medical examination and treatment is not interrupted, and guaranteeing the validity of the health insurance cards from March 1, 2026. In addition, local Social Insurance agencies are coordinating with local authorities to strengthen guidance for people to use alternative forms to paper health insurance cards such as: Citizen ID cards, VNeID and VssID applications when seeking medical examination and treatment.

People are delighted to benefit from the policy.

Over the years, despite facing many difficulties in life, Mr. Dinh Van Hong in Thanh Liem village, Kim Phu commune, has always saved up a sum of money each year to participate in family health insurance with the desire to receive regular healthcare. When he learned about the government's policy of fully subsidizing health insurance cards for all residents in his area, Mr. Hong was very happy, as all members of his family have been issued health insurance cards.

The Resolution of the First Congress of the Quang Tri Provincial Party Committee, term 2025-2030, sets the goal of achieving 100% health insurance coverage for the population by 2030. The issuance of health insurance cards to people in particularly difficult communes, difficult communes, and ethnic minority households near the poverty line, as stipulated in Decision No. 668/QD-UBND of the Provincial People's Committee, demonstrates the concern of the Party, the State, and local authorities in caring for and protecting the health of the people, aiming towards universal health insurance in the new phase.

It's not just Mr. Dinh Van Hong; currently, according to a review by the Social Insurance agency, the entire province has over 300,000 people eligible for free health insurance cards. Of these, approximately 90,000 people who have not yet participated in health insurance will be issued cards. The simultaneous issuance of free health insurance cards to the people is being implemented according to Decision No. 668.

Ms. Tong Thi Nhi, from Yen Thang village, Minh Hoa commune, shared: "The government's attention to providing free health insurance cards to people living in particularly difficult areas like ours is very meaningful. This policy not only helps people reduce the financial burden when they are sick but also creates conditions for people to receive timely and comprehensive medical examinations and treatment. Especially, people in this area benefit from a health insurance subsidy of up to 100%, which multiplies our joy, bringing a sense of excitement and peace of mind with a solid social security support."

Thanks to the decisive involvement of various departments, agencies, and localities, especially the active cooperation of the people, the review, compilation of lists, and issuance of health insurance cards to people according to Decision No. 668/QD have been basically completed in a short period of time. This ensures that people receive their full rights as prescribed, improving access to healthcare services for ethnic minorities and people in mountainous areas.
