At the construction site of the Ben Rung bridge approach on the Quang Ninh province side in early July 2024, the contractor was rushing to complete the final items to soon put the third bridge connecting Hai Phong and Quang Ninh, after the Da Bac and Bach Dang bridges, into operation.
The Ben Rung Bridge construction project, spanning the Da Bac River and connecting Thuy Nguyen District in Hai Phong City with Quang Yen Town in Quang Ninh Province, has a total investment of over 1,940 billion VND from the central government budget, the Hai Phong City budget, and the Quang Ninh provincial budget. Specifically, the central government budget contributed over 1,100 billion VND, the Hai Phong budget over 835 billion VND, and the Quang Ninh provincial budget 5.5 billion VND.

To facilitate people and trade between the two localities, Quang Ninh province has decided to invest nearly 360 billion VND (after adjustment) from the budget to implement a 2.2km access road project, with the starting point connecting to Ben Rung Bridge and the end point connecting to the intersection with Provincial Road 338, passing through Song Khoai commune, Quang Yen town.
The Ben Rung Bridge project officially commenced on May 13, 2022, coinciding with the 67th anniversary of the liberation of Hai Phong. According to the plan, the project will be completed after 24 months, coinciding with the 69th anniversary of the liberation of Hai Phong (May 13, 2024).
By early May 2024, the entire bridge structure and approach roads on the Hai Phong City side were basically completed. However, due to the unfinished approach road project on the Quang Ninh province side, the time for putting the bridge into operation has been repeatedly delayed, from mid-May 2024 to June 2024.
According to Mr. Tran Duc Thang, Chairman of the People's Committee of Quang Yen town, Quang Ninh province, the reasons stem from weather conditions (prolonged heavy rain), a shortage of leveling materials, and difficulties in land clearance.
Due to continuous difficulties, at one point, the investor's representative, the Quang Ninh Provincial Project Management Board for Civil and Industrial Construction Projects, estimated that the access road would not be completed until the end of 2024.

In response to this situation, and to prevent residents of the two localities from waiting anxiously, the Quang Ninh Provincial People's Committee directed the investor's representative to urge the contractor to accelerate the construction progress. At the same time, they focused on supporting and assisting in resolving difficulties and obstacles.
Thanks to this, by early July 2024, the main components of the Ben Rung Bridge access road project on the Quang Ninh province side were basically completed. According to Nguoi Dua Tin 's observations, the contractor is urgently completing the final items, such as laying the asphalt surface, cleaning up, painting road markings, etc.
According to information from the Quang Ninh Provincial People's Committee, the access road will be completed in July 2024. Based on this, the two localities will hold an official opening ceremony to put the Ben Rung Bridge into operation. This will shorten the road route connecting Thuy Nguyen District, Hai Phong City with Quang Yen Town, Quang Ninh Province .
