Over the past few days, at the Lai Thieu Ward People's Committee, officials from the Culture Department have been continuously reviewing lists and checking the files of part-time staff. Mr. Nguyen Huu Chau, Chairman of the Lai Thieu Ward People's Committee, stated that the locality currently has 21 part-time staff members affected. Among them, some have only been working for a few years, while others have been involved with the locality for over a decade, familiar with every neighborhood and household. The ward leadership recognizes that this is not just a matter of reorganizing the administrative structure, but also a responsibility to support these individuals during this transitional period.
Similarly, in An Phu ward, the review of personnel files is also being carried out urgently. According to Mr. Pham Phu Nam, Chairman of the People's Committee of An Phu ward, the ward currently has 14 non-professional personnel. Of these, 3 are eligible to participate in the civil servant recruitment exam to continue their work. "We proactively listen to the concerns and aspirations of each individual and review each case specifically to provide appropriate support. In addition to those taking the exam, the ward is also flexibly introducing some positions in the neighborhood," Mr. Nam informed.
According to the leaders of Rach Dua Ward People's Committee, as of July 1, 2025, the ward received 42 non-professional personnel. To date, 33 have had their benefits settled, while 9 continue to be assigned to work at the Party, Fatherland Front, People's Committee, and Military Command of the ward. Mr. Nguyen Phuc Hoang, Secretary of the Rach Dua Ward Party Committee, shared that through meetings and understanding their concerns, some have requested retirement benefits, some hope to return to work in their neighborhoods, and some have been proposed by the local authorities for consideration for civil servant positions due to meeting the necessary conditions.
In many localities, gatherings and ceremonies to express gratitude to part-time staff are being held as a thank you for their years of silent dedication at the grassroots level. Xuan Hoa Ward organized a ceremony to present appointment decisions to several individuals and conclude the duties of 37 part-time staff members. Among those completing their duties, some had served for 22 years. The local authorities will continue to direct relevant units and neighborhoods to provide support, create favorable conditions, and prioritize job placement for these part-time staff members after their term ends. Perhaps, what all localities are aiming for during this period is to ensure that each individual can move forward with peace of mind after a period of dedicated service.
Good preparation for the new journey.
As one of only two part-time community workers eligible for recruitment as civil servants according to regulations, Ms. Nguyen Phan Bao Tin (Lai Thieu Ward) chose a different path. For her, leaving her local community didn't mean abandoning the attachment or affection she had for the work that had accompanied her throughout her youth, but simply wanting to try her hand at a new environment after more than 10 years of dedication. After graduating from Ton Duc Thang University, Ms. Tin returned to her locality to work as a project officer, then took on the role of Deputy Secretary of the Ward Youth Union. Her youth was spent traveling to various lodging areas to disseminate legal information, mobilize young workers, and organize activities in the neighborhood. When the ward leaders learned of the policy to end the activities of the part-time community force, they repeatedly met with her and encouraged her to continue working because she met the recruitment requirements. However, after much consideration, she decided to resign under Decree 154 to seek new opportunities.
Meanwhile, in Chanh Hiep ward, Ms. Nguyen Thuy Trang (born in 1989, an officer at the ward's Public Administrative Service Center) has just completed the civil servant recruitment exam with high expectations. Initially, upon hearing the news about the termination of the non-specialized force, she worried that, given her age, it would be difficult to find suitable work after retirement. This concern was gradually alleviated when ward leaders held individual meetings, explained the policy, provided guidance, and reassured the officers. Thanks to meeting the requirements regarding professional qualifications and years of service, Ms. Trang participated in the recruitment process to continue her work serving the people. For her, it's not just a career opportunity, but also a way to continue the work that has become a part of her life for many years. Some will stay, others will move on, but the years of dedication and contribution will remain as memories and serve as a foundation for future journeys.
408 people assigned to digital transformation at the commune level.
Ho Chi Minh City has approximately 5,017 part-time workers. At the end of May, the Ho Chi Minh City People's Committee issued a plan to review, reorganize, and address the benefits and policies for this force. The city agreed on the principle of allocating 408 personnel from the existing part-time workforce to support the development of science , technology, innovation, and digital transformation in localities.
