Chairman of the Ho Chi Minh City People's Committee, Nguyen Van Duoc, expressed confidence that with decisive and coordinated efforts, the city will gradually resolve long-standing stalled projects, unlock land resources and investment, and transform "dormant" projects into factories, urban areas, and modern infrastructure facilities.

On June 2nd, the Ho Chi Minh City People's Committee organized a conference to disseminate and implement Conclusion No. 24-KL/TW of the Politburo and Resolution No. 29/2026/QH16 of the National Assembly; to summarize the implementation of Plan No. 34/KH-UBND and to implement Plan No. 243/KH-UBND on continuing to remove difficulties and obstacles for long-standing projects and works.

In his concluding remarks at the conference, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc affirmed that the city always stands alongside its people and businesses, viewing businesses as an important resource and driving force for socio-economic growth and development.

"The success of businesses is a joy for Ho Chi Minh City's leaders, and the difficulties faced by businesses are also a concern for the city's leaders," shared Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc; while affirming that the city will continue to accompany and stand alongside businesses to resolve difficulties and obstacles related to long-standing and stalled projects.

To date, Ho Chi Minh City has completed the removal or provided guidance on the handling of 838 out of 838 projects subject to resolution, achieving a 100% rate; thereby unlocking a total investment of over 206,000 billion VND and nearly 17,000 hectares of land, creating conditions for projects to be implemented soon and bringing resources into serving socio-economic development.

The Chairman of the Ho Chi Minh City People's Committee stated that, based on the practical experience of resolving difficulties and obstacles in the city as well as other localities, especially the five localities with many long-standing stalled projects, Ho Chi Minh City, together with these localities, has proactively proposed to the Central Government the issuance of many groundbreaking mechanisms and policies.

In particular, Conclusion No. 24-KL/TW of the Politburo and Resolution No. 29/2026/QH16 of the National Assembly are considered especially important institutional foundations, creating a favorable legal framework to definitively resolve outstanding projects. These also serve as a "launching pad" to help Ho Chi Minh City continue to unlock resources, promote investment, and contribute to achieving double-digit economic growth targets.

To expedite the resolution of outstanding projects, the Chairman of the Ho Chi Minh City People's Committee requested the urgent completion of the database and a thorough review and compilation of all projects facing difficulties and obstacles. He also urged the business community to proactively register projects requiring resolution so that the city can consider adding them to the list for immediate processing in 2026.

Commitment to protecting officials who act for the development of the city.

The Chairman of the Ho Chi Minh City People's Committee also directed departments and agencies to make maximum use of current mechanisms and policies to focus on resolving outstanding projects, based on the core principle of clearly separating the responsibilities of each organization and individual in the handling process.

The comrade emphasized that the city strictly prohibits any act of exploiting the policy of removing difficulties for personal gain, legitimizing wrongdoing, or causing losses of state assets; all violations must be strictly handled according to the law.

In addition, the Chairman of the People's Committee of Ho Chi Minh City affirmed that officials who dare to think, dare to act, and dare to take responsibility for the common good must be protected.

"The leaders of Ho Chi Minh City are committed to always protecting dedicated and capable officials who act for the development of the city and do not seek personal gain," emphasized Chairman of the People's Committee of Ho Chi Minh City, Nguyen Van Duoc.

Affirming the determination to translate commitments into concrete actions, the Chairman of the People's Committee of Ho Chi Minh City stated that the city will continue to stand alongside businesses to protect their legitimate rights and interests.

At the same time, it is necessary to facilitate the flow of capital and unleash development resources to contribute to the city's economic growth. "This is the responsibility and duty of a proactive and service-oriented government," he emphasized.

For businesses whose difficulties and obstacles have been resolved, the Chairman of the Ho Chi Minh City People's Committee requested them to urgently accelerate construction progress and bring projects into operation as soon as possible; while also fulfilling all financial obligations to the State, creating real economic value, and contributing to the development of the businesses and the city.

On this occasion, the Chairman of the People's Committee of Ho Chi Minh City awarded Certificates of Commendation to 8 collectives and 34 individuals for their outstanding achievements in resolving difficulties and obstacles for long-standing projects.

Emphasizing that resolving difficulties and obstacles in construction projects is not only aimed at addressing past issues but also serves as a mission to build the future, a responsibility to the people, the business community, and future generations, the Chairman of the Ho Chi Minh City People's Committee expressed confidence that the city will gradually transform long-standing stalled projects into public works; turning "dormant" projects into modern factories, urban areas, and infrastructure. This will contribute to realizing the goal of double-digit growth, improving the quality of life for the people, and further affirming Ho Chi Minh City's leading economic position in the new development era.
