Ho Chi Minh City categorizes long-standing and stalled construction projects.

On the morning of June 2nd, the Ho Chi Minh City People's Committee held a conference to disseminate and implement Conclusion No. 24-KL/TW of the Politburo and Resolution No. 29/2026/QH16 of the National Assembly; to summarize the implementation of Plan No. 34/KH-UBND and to implement Plan No. 243/KH-UBND on continuing to remove difficulties and obstacles for long-standing stalled projects.

Comrade Nguyen Van Duoc, Member of the Central Committee of the Party, Deputy Secretary of the City Party Committee, and Chairman of the People's Committee of Ho Chi Minh City, presided over the conference.

At the conference, the Director of the Ho Chi Minh City Department of Finance, Hoang Vu Thanh, announced Plan No. 243/KH-UBND on continuing to resolve difficulties and obstacles for long-standing stalled construction projects in the city.

Ho Chi Minh City identifies the task of resolving difficulties and obstacles for long-standing, stalled construction projects as a key, regular, and continuous political task, contributing to the achievement of double-digit economic growth targets.

According to the plan, Ho Chi Minh City is making every effort and showing the utmost determination to achieve the goal of resolving 100% of outstanding and difficult construction projects in the city, and to bring these projects into implementation, completion, and use as soon as possible.

Ho Chi Minh City is focusing on removing obstacles related to planning, investment, land, construction, financial obligations, inspection, and related legal procedures to create favorable conditions for businesses and investors to continue implementing projects in accordance with regulations.

Regarding the difficulties and obstacles encountered in the review and resolution process, the Director of the Ho Chi Minh City Department of Finance stated that it is necessary to determine whether the fault lies with the state agency or the enterprise, whether it is subjective or objective, direct or indirect… Through this, the legal basis, practical basis, and specific historical context are studied to thoroughly understand and evaluate the issue from multiple perspectives; clearly identify the causes of the backlog, the responsibilities of each organization and individual involved, in order to propose and select the optimal, feasible, and legally compliant solution.

The handling of this matter must ensure compliance with objective reality, harmonize the interests of the State, and the legitimate rights and interests of the relevant parties, without causing waste, damage, or loss to the State budget.

At the same time, violations should not be legalized, no new violations should be created, and plans should be made to remedy the damage. Furthermore, disputes and complaints should be minimized, and the exploitation of policies aimed at resolving difficulties and obstacles for personal gain or benefit should be strictly prohibited.

Projects and works with long-standing difficulties and obstacles were collected from the following sources: 421 projects that had a plan to resolve difficulties and obstacles but had not yet completed the resolution process according to the results of the summary of Plan 34; and projects and works that were collected, updated, and newly added based on recommendations from agencies, units, and organizations that had not been compiled and statistically analyzed according to Plan 34.

In addition, there are projects and works that continue to be addressed after conclusions and results from inspection, investigation, and enforcement agencies, or after conclusions from competent authorities requiring further processing; and projects transferred from higher-level agencies to Ho Chi Minh City for monitoring and handling within its jurisdiction.

Ho Chi Minh City also categorizes projects into three groups to focus on resolving issues: public investment projects; PPP projects; and private investment projects.

In addition, Ho Chi Minh City also categorizes into 5 areas: Land; planning; investment procedures; construction; inspection, examination, investigation, and enforcement of judgments.
