Decisive action to resolve outstanding construction projects and programs.

On June 2nd, the Ho Chi Minh City People's Committee organized a conference to disseminate and implement Conclusion No. 24-KL/TW of the Politburo and Resolution No. 29/2026/QH16 of the National Assembly; to summarize the implementation of Plan No. 34/KH-UBND and to implement Plan No. 243/KH-UBND on continuing to remove difficulties and obstacles for long-standing stalled projects. Comrade Nguyen Van Duoc, Deputy Secretary of the City Party Committee and Chairman of the Ho Chi Minh City People's Committee, chaired the conference.

Unlocking investment, revitalizing nearly 17,000 hectares of land.

According to the report presented at the conference, through statistical review, Ho Chi Minh City identified 838 outstanding and problematic construction projects, land plots, and other projects. Of these, 54 projects fall under the jurisdiction of the central government; and 784 projects fall under the jurisdiction of the local government. After more than a year of implementing Plan No. 34/KH-UBND, Ho Chi Minh City has completed resolving or providing guidance on handling all 838 projects (achieving a 100% success rate). A total of over 206,000 billion VND in investment has been unlocked, and nearly 17,000 hectares of land have been cleared for these projects to facilitate their rapid implementation.

According to Nguyen Toan Thang, Director of the Ho Chi Minh City Department of Agriculture and Environment, the department was assigned to lead and oversee 265 long-standing stalled projects and land plots. To date, the department has completed resolving all outstanding issues; it has a plan to address them and is continuing to implement solutions for 100% of the assigned projects. The biggest bottleneck currently lies in determining the legal status of land and financial obligations for these projects.

To address this, the Ho Chi Minh City Department of Agriculture and Environment proposed several solutions, such as: allowing the application of a simplified conversion method by using the land price table at the corresponding time multiplied by the 2015 land price adjustment coefficient issued by the provincial People's Committee to determine land-related financial obligations; and shortening intermediate steps to help businesses immediately pay their financial obligations to receive land handover and obtain land use right certificates.

Regarding thematic inspections aimed at resolving obstacles for stalled and long-standing projects, Deputy Chief Inspector of Ho Chi Minh City, Nguyen Thi Thanh Thuy, informed that the Ho Chi Minh City Inspectorate has deployed 12 inspection teams to 94 construction projects, land plots, and has issued 12 inspection conclusions. The Ho Chi Minh City Inspectorate has also deployed an additional 6 inspection teams and 1 inter-agency inspection team to 100 out of 838 stalled projects and is expected to issue inspection conclusions before June 5th.

According to a representative from the Ho Chi Minh City Department of Construction, the department has completed advising on the handling of all 115 assigned projects, achieving 100% of its tasks. A review of these 115 projects revealed that 80% of the outstanding projects stem from systemic shortcomings, particularly a lack of coordination between planning, investment, land use, and construction.

Chairman of the Ho Chi Minh City Real Estate Association, Le Hoang Chau, shared that the association recently received nearly 140 projects with outstanding issues that have not yet been put into use. The association requested that the city's competent authorities promptly classify the difficult, problematic, and long-standing projects reported to the "System 45" to determine the appropriate agency and level of authority for handling them.

Continue addressing the "blood clot".

Reviewing the outstanding results in resolving outstanding projects over the past period, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc assessed that the city has gradually "dissected" and dissolved the "blood clots" of the economy , unlocking resources that had been stalled for many years.

Based on the experiences of Ho Chi Minh City and other provinces and cities, the Central Government has issued many resolutions and conclusions, opening up breakthrough mechanisms. This serves as a "launching pad" to help Ho Chi Minh City continue to unlock resources, promote investment, and contribute to achieving double-digit economic growth in the coming years.

To expedite the resolution of outstanding projects, the Chairman of the Ho Chi Minh City People's Committee requested relevant departments and agencies to urgently complete the database and fully review and compile a list of projects facing difficulties and obstacles. He also urged the business community to proactively register projects requiring support to resolve issues so that the city can consider adding them to the list for immediate resolution in 2026.

For businesses whose difficulties and obstacles have been resolved, the Chairman of the Ho Chi Minh City People's Committee requested them to urgently accelerate construction progress and bring projects into operation as soon as possible. Any act of exploiting the policy of resolving difficulties for personal gain, legitimizing violations, or causing losses of state assets is strictly prohibited; all violations must be dealt with severely according to the law.

The Chairman of the Ho Chi Minh City People's Committee, Nguyen Van Duoc, has just signed Decision No. 3228/QD-UBND to reorganize the Special Task Force to resolve difficulties and obstacles for long-standing stalled projects in the city, aiming to bring them into operation and use as soon as possible, preventing waste and loss.

The Task Force is headed by the Chairman of the Ho Chi Minh City People's Committee, Nguyen Van Duoc, with the Vice Chairman of the Ho Chi Minh City People's Committee, Tran Van Bay, as Deputy Head, along with leaders from relevant departments and agencies such as the Department of Finance, the Department of Construction, the Department of Agriculture and Environment, the Department of Planning and Architecture, the Department of Justice, and the City Inspectorate.
